However, as currently written, state law provides that the property may only be used “for public school purposes.” This obviously greatly limits what the School District can do with the parcel. As such, there is now legislation pending in the state legislature to amend state law to allow the parcel to be used any school purposes, rather than merely public school purposes. NECESSITY FOR LEGISLATION AND ANY CHANGE TO EXISTING LAW The State Legislature has advised that a Home Rule Request is required in order to pass the legislation which would allow the School District to sell the Sunshine School parcel to Fourth Family. Council Member Adams introduced the following: Resolution 40.52.25R A RESOLUTION OF THE COMMON COUNCIL HONORING THE CONTRIBUTIONS OF THE CAPITAL DISTRICT CHAPTER OF THE NATIONAL PAN-HELLENIC COUNCIL AND CELEBRATING THEIR 95TH FOUNDERS’ DAY WHEREAS, the National Pan-Hellenic Council (NPHC) was founded on May 10th, 1930 at Howard University in Washington, DC and was incorporated under the laws of the State of Illinois in 1937; and WHEREAS, the NPHC fosters the cooperative actions of its members with the purpose of promoting the well-being of its affiliate fraternities and sororities; it facilitates the establishment of local councils and provides leadership training for its constituents; and WHEREAS, Alpha Kappa Alpha Sorority, Inc., Delta Sigma Theta Sorority, Inc., Zeta Phi Beta Sorority, Inc., Kappa Alpha Psi Fraternity, Inc., and Omega Phi Fraternity, Inc. were the chartering organizations of the Council; and WHEREAS, the NPHC grew with the additions of Alpha Phi Alpha Fraternity, Inc. and Phi Beta Sigma Fraternity, Inc. in 1931, which was followed by Sigma Gamma Rho Sorority, Inc. in 1937 and Iota Phi Theta Fraternity, Inc. in 1997; and WHEREAS, this collective umbrella council composed of historically African American fraternities and sororities came to be known as the Divine Nine—a coveted group of illustrious Black Greek-Letter organizations; and WHEREAS, every organization and member within the Divine Nine are renowned for their principles of personal excellence, community service, civic action, leadership, scholarship, and dedication to racial empowerment; and WHEREAS, the National Pan-Hellenic Council emerged as a unifying force amongst African Americans during the rise of Jim Crow laws, the popularization of scientific racism, widespread racial violence, and systemic prejudices that withheld essential rights; and WHEREAS, African American Greek-Lettered organizations were a beacon, providing not only community, but also an avenue to support systemic change through literacy, professional development, voter registration, and many more service programs; and WHEREAS, 95 years later, the National Pan-Hellenic Council and its members continue to meet the needs of marginalized communities across the United States, as the continued focus of member organizations remains community awareness and action; and WHEREAS, the Capital District National Pan-Hellenic Council (CD-NPHC) was charted on April 27, 1991 and has made a profound impact on the Albany Community; and WHEREAS, the CD-NPHC are partners in educating our communities, donating books and backpacks for grade school through high school students and reading to students in elementary schools through the Read Across America series; and WHEREAS, the CD-NPHC additionally works to aid residents in need by participating in donation drives with Things of My Very Own, aiding in local food drives with Equinox and Allie B’s Cozy Kitchen, and adopting families over the holiday seasons to provide gifts and build community; and WHEREAS, through college scholarship programs, community fundraisers, voter and elections advocacy, political engagement, among other initiatives, the CD-NPHC uplifts our residents and strengthens our community bonds; NOW, THEREFORE BE IT RESOLVED, that the Common Council of the City of Albany does hereby adopt this resolution celebrating the 95th Founders’ Day of the National Pan- Hellenic Council and honoring the contributions of the Capital District Chapter of the Pan-Hellenic Council to our city.
