Council Member Frederick, on behalf of the Committee on Finance, Assessment, and Taxation, introduced the following: RESOLUTION 108.101.24R A RESOLUTION OF THE COMMON COUNCIL ESTABLISHING THE LOCALLY-ADJUSTED BASE PROPORTIONS OF THE HOMESTEAD AND NON- HOMESTEAD CLASSES FOR PROPERTY TAX PURPOSES PURSUANT TO ARTICLE 19 OF THE REAL PROPERTY TAX LAW WHEREAS, by Local Law No. 1-1998, the Common Council adopted the provisions of Section 1903 of the Real property Tax Law relating to the establishment of homestead and non- homestead base proportions; and WHEREAS, pursuant to section 1903 (4) of the Real Property Tax Law, the City of Albany has opted not to amend its differential; and WHEREAS, section 1903 (3)(a)(i), the legislative body of the assessing unit, i.e. the Common Council, must annually determine the locally-adjusted homestead and non-homestead base proportions; and WHEREAS, pursuant to section 1903 of the Real Property Tax Law, the locally-adjusted homestead base proportion of the City of Albany’s assessment roll of 2024 has been determined to be 55.513 percent; and WHEREAS, pursuant to section 1903 of the Real Property Tax Law, the locally-adjusted non-homestead base proportion of the City of Albany’s assessment roll of 2024 has been determined to be 44.487 percent; and NOW, THEREFORE, BE IT RESOLVED, that the Common Council of the City of Albany does hereby establish the existing class shares as follows: The locally-adjusted homestead base proportion shall equal 56.80869 percent and the locally-adjusted non-homestead base proportion shall equal 43.19131 percent; and BE IT FURTHER RESOLVED, that the Common Council of the City of Albany hereby certifies the above adjusted base proportions to the Chief Fiscal Officer of the Albany City School District and to the Commissioner of the New York State Department of Taxation and Finance that, for the 2025-26 tax year; and BE IT FURTHER RESOLVED, that copies of this resolution shall, upon passage, be transmitted to the Chief Fiscal Officer of the Albany City School District and to the Commissioner of the New York State Department of Taxation and Finance. The established tax base proportions will be as follows: Homestead: 55.5130% Non-Homestead: 44.4870% NECESSITY FOR LEGISLATION AND ANY CHANGE TO EXISTING LAW Article 19 of the Real Property Tax Law requires the local legislative body in a taxing jurisdiction that has split the assessment roll into homestead and non-homestead classes to calculate the current and adjusted base proportions of the two classes and to establish those adjusted base proportions by resolution. Council Member Farrell introduced the following: RESOLUTION 109.101.24R A RESOLUTION OF THE COMMON COUNCIL HIGHLIGHTING THE ISOLATION OF THE WADSWORTH CENTER PROJECT AND CALLING FOR THE GREATER INCORPORATION OF THE PLOT INTO THE CITY OF ALBANY WHEREAS, the New York State Department of Health and Office of General Services are collaborating on the redevelopment of the Wadsworth Center at the W. Averell Harriman State Office Building Campus; and WHEREAS, the Harriman Campus was planned in the 1950s and further developments on the Campus in the 1960s further entrenched the emphasis on motor vehicle transportation, building a highway moat around the entirety of the campus separating it from the City; and WHEREAS, the City of Albany appreciates the redevelopment and the retention of the Wadsworth Center within Albany and understands the need for security, including a fence or barrier surrounding the facility itself; and WHEREAS, the current plans for the Wadsworth Center redevelopment go well beyond this, retaining the 1950s mindset of the original Harriman Campus, which includes the addition of fencing around the entire 27-acre plot and the reservation of half that acreage for over 800 parking spaces; and WHEREAS, while the City of Albany is moving towards a multi-modal friendly and walkable city model, the current redevelopment plans do not encourage redevelopment of the campus that is inclusive of current transportation planning ideals; and WHEREAS, the City of Albany is proud of our status as the capital of New York, but development in this era, including the Harriman Campus and the Empire State Plaza had a focus of cars leaving the city instead of encouraging integration with Albany and our dynamic neighborhoods; and WHEREAS, this redevelopment is an opportunity to reduce the isolation of the state office campus from City of Albany neighborhoods while retaining strong security for the Wadsworth Center; NOW, THEREFORE, BE IT RESOLVED, that the Common Council of the City of Albany calls on Governor Kathy Hochul, Commissioner of Health James V. Council Members Flynn and Anane introduced the following: Resolution Number 114.101.24R A RESOLUTION OF THE ALBANY COMMON COUNCIL COMMEMORATING OCTOBER AS NATIONAL ITALIAN-AMERICAN HERITAGE MONTH WHEREAS, Italians and Italian-Americans have contributed to the United States in all aspects of life, including art, science, civil service, military service, athletics, education, law and politics; and WHEREAS, Italian Americans have won prestigious prizes, such as the Nobel Prize, the Pritzker Award for architecture, and the Fields Medal for mathematics; and WHEREAS, Italians and Italian Americans invented pianos, violins, calendars, radios, telescopes, compasses, microscopes, thermometers, eye glasses, steam engines, typewriters and batteries; and WHEREAS, Italy enjoys a rich cultural heritage and has given the world many great works, such as the writings of Virgil and Dante, the breathtaking works of renaissance artists, architects, and sculptures such as Giotti, Botticelli, Da Vinci, and Michelangelo, and the inspirational music of Antonio Vivaldi and Domenico Scarlatti; and WHEREAS, Giuseppe Verdi, one of the world's most renowned opera composers, was born October 10, 1813; and WHEREAS, Italian cuisine has become a staple of American culture, with examples like pizza and parmigiana; and WHEREAS, our freedom itself was gained with the help of three Italian regiments that crossed the Atlantic to fight in the Revolutionary War; and WHEREAS, in later wars and conflicts, dozens of Italian-Americans would receive the Medal of Honor including Albany native Peter D’Alessandro; and WHEREAS, the phrase in the Declaration of Independence “All men are created equal”, was paraphrased from the writings of the Italian patriot and immigrant Philip Mazzei; and WHEREAS, William Paca, an Italian-American, was one of the signers of the Declaration of Independence; and WHEREAS, Italian Americans have toiled and labored while helping to build our Nation's infrastructure, including railroads, tunnels, highways and subways; and WHEREAS, a great many Americans have enjoyed the entertainment provided by Italian Americans, such as Hall of Fame baseball players Joe DiMaggio and Phil Rizzuto, singer and songwriter Frank Sinatra, world-renowned composer Henry Mancini, bestselling author Mario Puzo, and Oscar-winning actor Robert DeNiro; and WHEREAS, the people of the United States take great pride in the accomplishments of the many outstanding men and women of Italian descent who have enriched our Nation's history in the scientific field such as Enrico Fermi, who won the 1938 Nobel Prize in Physics; and WHEREAS, great Italian American political figures, such as Fiorella LaGuardia (who was both Mayor of, then Congressman from, New York City), Anthony Celebrezze (who, in the Kennedy administration, was the first Italian American Cabinet member), Geraldine Ferraro (who was a congresswoman from queens and the first woman on a Vice-Presidential ticket), Antonin Scalia (who, in 1982, became the first Italian American Supreme Court Justice), and First Lady Jill Biden have enriched the political process and brought national pride to our country; and WHEREAS, over 6 million Italians have immigrated to the United States, which today has resulted in million Americans of Italian descent in the United States, making them the five percent of the Americans and 15 percent of New Yorkers; and WHEREAS, Italian Americans have a large presence in the City of Albany, with organizations like the Italian American Community Center, who have been in operation for over fifty years, and Sons of Italy performing commendable work supporting the Italian-American community; and WHEREAS, during October special attention should be directed in our schools and other local programs to promote Italian heritage and culture.
