Roll Call: Chairman, Frank Prevratil Dan Hornick John Gillivan (Absent) George Lashoff Les Samiof Liaison Sim Dan Judge CPD Liaison Officer DePaulo (Absent) Kevin France Coordinator Douglas Coordinator Morlock Coordinator Curran Chairman Prevratil opened the meeting at 6:30 p.m. with the Pledge of Allegiance, and requested all electronic devices be turned off or muted. Minutes of the regularly scheduled meeting that was held on June 09, 2022, were reviewed and amended. Mr. Samiof made a motion to approve the minutes. Mr. Judge seconded the motion. VOTE: Mr. Hornick abstained from vote because he was not present at the last meeting. All others were in favor of the motion. Coordinator Douglas introduced Coordinator Morlock and Coordinator Curran. Coordinator Morlock will be the new Traffic Coordinator and Coordinator Curran will be a back-up if needed. Chairman Prevratil asked Coordinator Morlock if any residents have reached out with any concerns for the committee. Mr. Judge had spoken to some residents at the Rapple Dr and Gail Ave intersection, they could not attend this meeting but were looking to see if a 4-way stop was possible. This a currently a 2-way stop and cars do not stop and speed through the stop signs. Liaison Sim suggested adding a painted stop line and reflective tape to the current stop signs. He will reach out to DPW to get it done. Mr. France will put the traffic counters in that area. Mr. Judge added that the residents would be attending the next meeting. Chairman Prevratil likes the idea of the painted strip and reflective posts, DPW should be able to get this completed before the next meeting in September. Hopefully we can get feedback from the residents at that time. Mr. Samiof stated that he did spend about 45 minutes on Wednesday night and another 45 minutes on Thursday morning, he did not see any speeders but there were many cars that rolled though without stopping at the sign. Chairman Prevratil suggested having the police check out this intersection, many times it is residents of the neighborhood. Coordinator Morlock received an email from Niskayuna resident, Ms. Lindsey Minnick. Ms. Minnick was a previous resident of the Village and was looking to get more information to share with Niskayuna. Mr. Judge spoke to Ms. Minnick and she stated that traffic is an issue in Niskayuna and the sign campaign seems to work well here. Mr. Judge gave Ms. Minnick information she could use to present to Niskayuna. Coordinator Morlock also received an email from Ms. Dorothy Zimmerman on Sharon Dr. Ms. Zimmerman has concerns with the stop sign at the corner of Sharon Dr and Tanglewood Rd. Many people run through this stop sign daily and she is looking to see what can be done. Coordinator Douglas let the resident know that our next Traffic Meeting Committee was tonight at 6:30pm and she was welcome to join and discuss her issue. Coordinator Douglas also let the resident know if she gets any plate numbers or even a make and model of any vehicles disobeying the sign that she can reach out and we will forward the information to the Police. Chairman Prevratil recommends the painted stop line and reflective tape that will be done at the Rapple Dr and Gail Ave intersection. Liaison Sim will add it to the list for DPW. The last correspondence was a phone call from Ms. Connell on Lincoln Ave. She is concerned that there have been a lot more speeders on Lincoln Ave recently. There are also motorcycles racing down Lincoln Ave each night around 10:300pm-11:00pm. Chairman Prevratil stated that the Police are aware and have been in the area more. If the resident can get a plate number or even a Make/Model we can forward that information on to the Police. Mr. Hornick asked how many flashing message boards and mobile trailers we have. Liaison Sim stated we have no message boards and one mobile trailer. Mr. Hornick was hoping we could use it for a message the first week or two that school returns. Mr. Lashoff suggested asking businesses on Central Ave if they’d be willing to put a “School’s Back” message on their message boards. Liaison Sim stated that he has no ETA on the new solar signs yet. DPW calls every week to check on the status but gets no answer. A lot of orders are being cancelled but ours has not. Guilderland placed their order around the same time as us and they just received theirs. Two solar signs will go on Locust Pk and two will go on Lincoln Ave. Chairman Prevratil said the Locust Pk paving looks great. Liaison Sim stated the goal was to have a pedestrian/bicycle lane but there needed to be 5 feet or it would cause drainage issues. The road was narrowed to 11 feet for traffic calming. Page 2 of 4 Liaison Sim added that he was trying to get Jupiter Lane paved when Locust Pk was being done but he is waiting to set up a meeting with DOT. Mr. Judge asked if he could get 25 more frames for the sign campaign, some of the frames are rusted and brittle. Liaison Sim announced that the Centennial Parade will be held on Saturday September 17th. The 2 eastbound lanes of traffic will be closed but the 2 westbound lanes will remain open for traffic. The lanes will be closed from approximately 12pm – 2:30pm. Liaison Sim also stated that school buses would be used to shuttle participants before and after the parade. Chairman Prevratil added that The Zoning Board of Appeals will be in the parade and Mr. Rowinski has a truck if members of the Traffic Committee would like to join. Please let Coordinator Morlock know if you will be joining. Mr. Lashoff asked how the Sand Creek Rd traffic study was going. Liaison Sim stated the we are in the process of hiring a consultant, we should have one in the next 30-60 days. Mr. Hornick added that residents asked about the Bauer Park crosswalk and corridor at the Family Fun Day. Chairman Prevratil read an email from Mr. Gillivan following Family Fun Day. I did want to acknowledge that the Bike Safety Day at the Centennial Picnic last month was a huge success. The Albany Bicycle Coalition fitted 30 children with new helmets and conducted the bike rodeo with those same participants. I would like to thank the Village of Colonie Traffic Committee representatives that manned the table as well as the Albany County Department of Health who was also present to provide informative information with attendees. The Albany Pine Bush (who was not present) provided literature & maps as well as a gift basket for the raffle. Finally, thanks to Katie & Carl for all of their organization that made the event run smoothly and happen for the first time in over three years. Mr. Hornick added that we used all the helmets we had and we will need more. Chairman Prevratil suggested reaching out to Village Businesses before events, maybe they would be willing to donate helmets, or money towards items needed. Liaison Sim mentioned reaching out the Health Department too. Liaison Sim thanked Coordinator Douglas for reaching out to the State and getting the literature/hand-outs for the Family Fun Day. Mr. Hornick made a motion to adjourn the meeting at 7:26 PM. Mr. Lashoff seconded the motion. VOTE: All in favor of the motion.
