Hart Coordinator www.villageofcolonie.org There was a meeting held by the Village of Colonie Sign Review Board on October 22, 2020 at Village Hall, 2 Thunder Road, Albany, NY 12205. The meeting started at 6:30 p.m. The meeting was called to order with a salute to the flag. Mr. Levy made a motion to approve the minutes as amended. Ms. Dickinson seconded the motion. Unanimous vote in favor to approve the minutes as amended from the September 24, 2020 meeting. APPLICATION: GOLDSTEIN REALTY HOLDING 1754 CENTRAL AVE (EMC MONUMENT SIGN) Property owners, Ms. Stephanie Goldstein, and Mr. Allan Goldstein as well as Mr. Pat Boni from Saxton Signs were present before the Board to present a new application for Goldstein Subaru at 1754 Central Ave. Ms. Goldstein stated that her variance request was denied at the September 24, 2020 meeting but was given by the Sign Review Board an opportunity to return for the proposed EMC sign if the existing Subaru monument signs were consolidated. Ms. Goldstein explained that she went back to Subaru America and the dealer group and they agreed to allow her to remove the Certified Pre-Owned sign, which can be added to the EMC sign scroll. Attorney Caponera asked 1 Sign Review Board October 22, 2020 if this proposed EMC sign is the same size dimensions as the existing monument sign. Mr. Boni stated that the existing monument sign is 8 feet tall and 48 square feet, the proposed EMC monument sign is 8 feet and 32 square feet. The proposed sign is decreasing in size from the existing sign. Attorney Caponera stated that there are conditions for all EMC signs that must be followed or else the applicant will be asked to re-appear in front of the Board for review. Ms. Goldstein agreed. Mr. Michalski made a motion to grant a variance for 1754 Central Ave, Goldstein Subaru for a 32 square foot EMC monument sign, 8 feet above ground level with the condition that the applicant follows all standard EMC conditions set by the Sign Review Board. Mr. Levy seconded the motion. VOTE: Unanimously approved. APPLICANT: 34 WOLF ROAD TRUSTCO BANK (EMC MONUMENT SIGN) Mr. John Renzi from GI Signs and Mr. Adam Rose from Trustco Bank were present to propose a new freestanding monument sign with a small electronic message center. Mr. Renzi stated that TrustCo has tried to conform to the Village Code as much as they could, however the EMC portion of the sign still requires a variance. Mr. Renzi stated that the sign will be erected in the same location as the existing sign, 24 feet back from the street curb line. The proposed sign is 6 feet tall and a total of 32 square feet. Mr. Renzi stated that he and the applicant understand the conditions set forth by the Board for the EMC sign regulations. Mr. Rose stated that the EMC sign will advertise rates and promote community messages and activities. Chairman Rubino stated that the sign conforms with the code other than the EMC sign. Attorney Caponera stated that the setback requirement in the Village Code is 25 feet from the street curb line. Mr. Renzi stated that the existing sign was previously given a variance for the setback. Attorney Caponera explained that this new sign should also receive a variance for the setback, should the Board agree. Mr. Renzi stated that he is going to educate Trustco employees who are going to be using the sign to ensure all conditions are met. Some criteria will be locked so the sign does not become a nuisance. Mr. Levy made a motion to grant a one (1) foot front yard setback variance to allow the sign to be located 24’ from the curb and variance for the EMC sign with the condition that the applicant follows all standard EMC conditions set by the Sign Review Board. Mr. Michalski seconded the motion. VOTE: Unanimously approved. 2 Sign Review Board October 22, 2020 DISCUSSION: The Board agreed to move the November meeting to November 19, 2020 as the next scheduled meeting falls on Thanksgiving.
