Chairman Prevratil called the meeting to order with a salute to the flag. Roll Call: Chairman, Mr. Frank Prevratil Present Mr. George Lashoff Absent Mr. Daniel Hornick Present Mr. Les Samiof Present Mr. Dan Judge Present Mr. John Gillivan Present Secretary, Julianne Okun Present Colonie PD Officer, Jason DePaulo Absent Liaison, Mayor Edward Sim Absent Kevin France, DPW Traffic Advisor Present The minutes from the September 10, 2020 meeting were reviewed, amended, and approved. Ms. Okun stated there was an e-mail from Ms. Mickey Angier that was forwarded onto the Committee. Ms. Angier expressed frustration that she has been attending meetings for about 2 years and still has not seen improvement on her specific concerns. Chairman Prevratil noted that she did not list her concerns in the e-mail and asked Ms. Okun to reach out to Ms. Angier for her contact information so he may reach out to her. Mr. Hornick explained to the Committee that Mayor Tobin will be part of the Steering Committee for CDTC representing the Village of Colonie. Mr. Hornick explained further that the Policy Committee for CTDC is composed of elected officials such as Mayors, while the Planning Committee for CTDC is composed of non-elected officials. Mr. Judge stated that he is interested in attending the CTDC meetings should Ms. Okun or a representative from the Village could not make it. Mr. Hornick announced to the Committee the Village of Colonie was awarded a grant from Senator Breslin that allows the Village to purchase 10 electronic “Your Speed Is” signs to be permanently mounted to light poles. Chairman Prevratil stated Deputy Mayor Sim thought it would be a good idea to pick 5 streets and have 2 signs per street, 1 going in each direction. Chairman Prevratil stated the Committee should develop the criteria for the streets that receive these signs. Some criteria that is suggested is medium speed, car count, and the street must be in a residential zone. Some streets that are suggested are Locust Park, Hunting Road, Sand Creek Road, Red Fox Drive, Broderick Street, and Lincoln Avenue. Mr. Judge stated that Lincoln Avenue, Locust Park, and Sand Creek Road seem to be a no brainer. Mr. Judge also suggested that they do not put the signs on Lanci Lane, as it is not a big street and the Committee would want to get the most bang for their buck with the signs. Mr. Hornick suggested other factors when it comes to developing criteria, such as resident complaints, speeding citations, accident reports from the Colonie Police, and characteristics of the street that make that dangerous, such as hills, sharp turns, and blind spots. Mr. Hornick also suggested splitting a pair of signs between shorter streets that have known problems, such as Broderick and Lanci. Mr. Gillivan asked if these signs would be temporary or permanent. Chairman Prevratil stated that once the signs are mounted on the poles, they are not moveable. Mr. France stated they would not be movable, assuming they are electric and not solar, a power source would need to be run to the signs. Mr. France stated that there would not necessarily need to be 2 on each street, but perhaps just in the places where speed occurs the most on the street. Chairman Prevratil stated that Deputy Mayor Sim wanted to see the signs be more in the middle of the street than towards intersections. Chairman Prevratil stated the Committee would need to come up with some form of criteria for that. Mr. Judge asked Ms. Okun to reach out to Officer DePaulo for data so they may form the criteria. Mr. Hornick suggested the Committee show less difference to streets that already have some sort of speed mitigation, such as Mordella, Delafield, and Rapple since they have speed bumps or Hunting Road as the Village just installed the double 4-way stop signs at intersections. Chairman Prevratil stated Deputy Mayor Sim also did not want to see the signs on dead end streets or cul-du-sacs. Chairman Prevratil stated they should have the criteria ready for the next meeting. Chairman Prevratil asked Mr. Judge what the plan was for the yard signs for 2021. Mr. Judge stated that the signs will go out May 1st and stay out until October 2nd, staying out for a total of 22 weeks. Mr. Judge stated he will have a schedule of the streets for the next meeting. Mr. Judge also stated that they will not being going door to door again this year due to COVID, and that if residents want a sign for their lawn, they will need to call in and request a sign. Mr. Judge asked if Officer DePaulo or Deputy Mayor Sim ever spoke to Kassleman Solar about the speeding down Harriet Street. Chairman Prevratil stated since neither are at the meeting, he is not able to speak to that. Chairman Prevratil that while Mr. Lashoff could not make tonight’s meeting, he has an idea for sidewalks on Sand Creek Road for the next meeting he wishes to share with the Committee. Mr. Gillivan stated that Deputy Mayor Sim applied for a grant for a traffic study on Sand Creek Road and asked the Committee if they knew anything about the outcome of that. Ms. Okun stated no. Mr. Gillivan went on to explain to the Committee that the Keeler Motor facility on Route 7 will be adding to their development, and that will include a bike route from Route 7, to River Road, to Marsh Landing, and that would be the last piece in the Albany/Colonie connector. 2 Chairman Prevratil stated Bauer Park still needs to replace the boards on the walking trail.
