Mayor Leak opened the meeting of the Mayor and Board of Trustees at 6:30 P.M. with the Pledge of Allegiance, he also noted the exits. The Clerk requested a vote on Local Law #4 of 2019, entitled “A local law authorizing a property tax levy in excess of the limit established in general municipal law section 3-c”. Attorney De Cotis added that the vote on this proposed Local Law needs to be done before the approval of the 2019-2020 budget, and stressed we’ll need an answer by the end of this week to make a decision before the budget meeting. The Clerk requested a vote on Resolution #17 of 2019, entitled “Purchase of a new 2019 GMC Sierra 2500 crew cab truck from the Capital Reserve DPW equipment fund”. A motion was made by Trustee Murphy to approve Resolution #17 of 2019, as presented. Motion seconded by Trustee Sim. The Clerk requested authorization to advertise that the 2019-2020 budget will be voted on immediately following the budget hearing, to be held on April 8, 2019 at 6:00 p.m. A motion was made by Trustee Lockart to authorize as stated above. The Clerk requested a vote for a budget transfer request submitted by Treasurer Haas. A motion was made by Trustee Sim to approve the budget transfer request, as submitted. Clerk Blot read aloud a recommendation letter from herself to the Mayor and Board regarding a request for water/sewer bill reduction for 1517 Central Avenue. The Clerks recommendation was to deny the request since there is not a separate meter installed for irrigation usage at this time, and therefore there is no way of knowing how much of the water consumption was from irrigation or just everyday water usage, and thus effecting the sewer bill as well. A motion was made by Trustee Lockart to accept the Clerks recommendation. Motion seconded by Trustee Murphy. The Clerk requested authorization for the Mayor to sign the 2019 Gillette Show’s agreement for the upcoming season. The carnival will be in Cook Park starting on May 16, 2019 – May 27, 2019. A motion was made by Trustee Lockart to authorize the Mayor to sign the agreement. Motion seconded by Trustee Tobin. The Clerk requested authorization to advertise for paving RFP’s to be submitted to the Village Hall. RFP’s are due by Friday, April 12, 2019 at 10:00 a.m. A motion was made by Trustee Sim to authorize the Clerk to advertise, as stated above. Motion seconded by Trustee Lockart. Clerk Blot added that Christina Secor typed up the specs for the RFP and they will be available to the public for pick-up at Village Hall, starting tomorrow. The following reports were submitted for the March 2019 month: Fire Department Fire Inspection Building Department Outreach Center Senior Center Mayor Leak requested that Attorney De Cotis report when he will be in the office to the Clerk and to establish some set in-office hours. He also asked that the Attorney regularly update him on items he is working on. Trustee Tobin mentioned the Planning Commission will be meeting on April 2, 2019, there are 2 items on the agenda. He also mentioned the amphitheater schedule is all done and we are all set for the start of the season. Trustee Sim mentioned the code revision committee continues to meet. This week’s meeting, we will be going over the draft thus far of possible changes. He hopes to have something to present to the Mayor and board by the end of April, so that we can have a vote in May and have the changes be effective for June 1st. He also mentioned the recycling grant committee met regarding the first submittal for the first quarter and we are looking to submit for reimbursement of about $13,500. Trustee Lockart mentioned that the senior center had 1735 senior attendees for the month of March 2019. She also mentioned that the Outreach Center helped over 30 people for the month of March 2019, with issues ranging from senior issues, housing, mental issues… She mentioned the farmers market committee has been meeting getting things prepared for the 2019 season. She hopes the location change to Central Avenue will help give the market some exposure. She also added they have some new vendors and everyone has been working hard on getting things ready for this season. Attorney De Cotis mentioned he is working on the language for the work permit for the code revision and will need to touch base with Les regarding the verbiage. He asked that Les attend tomorrow’s code revision meeting. He also mentioned that he will update the Mayor on the recent Sign Review Board meeting that he attended. Chief Kayser said that a week ago Sunday they had the children’s parade for Albany Med. Cancer unit. He also mentioned they had their annual calendar drive. He mentioned that on Thursday, March 30th he attended the NYCOM seminar “administering a volunteer fire department”. The person who taught the class mentioned he may have some additional information on alarm drop language and will try to obtain that. He added that the fire elections will be held tomorrow April 2, 2019 at the fire house. Chief Kayser mentioned the DPW is painting the interior at the firehouse and doing a great job. He also mentioned a roof leak was looked at and is being repaired. Chief Kayser stated that there were 33 calls for the month of March. Trustee Sim asked how many of those calls were alarm drops? Chief said he wasn’t sure, but he will start keeping track of that. Mayor Leak mentioned he is still looking into charges through personal insurance companies for fires. Superintendent Decker said that the roof leak has been repaired. It was an issue for a while and is now all fixed. Attorney De Cotis asked how old the roof is, to which Trustee Sim stated about 4 years old and that it is still under warranty. Deputy Clerk Hart mentioned that the sign review board is going to meet Thursday, April 4, 2019 at 6:30 p.m. to go over their section of the Village code book for possible changes.
