Mayor Leak opened the meeting of the Mayor and Board of Trustees with the Pledge of Allegiance, he also noted the exits. Roll Call: Mayor Leak Present Trustee Lockart Absent Trustee Murphy Present Trustee Sim Present Trustee Tobin Present Attorney DeCotis Present Minutes of the regularly scheduled meeting held on July 16, 2018 were reviewed by the present members of the board. A motion was made by Trustee Sim to approve the minutes, as written. Motion seconded by Trustee Murphy. VOTE: Trustee Murphy Yes Trustee Sim Yes Trustee Tobin Yes Mayor Leak Yes Motion passed. Minutes approved. The Clerk requested authorization to advertise for Local Law #1 of 2018, entitled “A local law adding Chapter 133: Hotels and Motels to the Village of Colonie Code”, to be held on August 20, 2018 at 6:15 p.m. A motion was made by Trustee Tobin to authorize the Clerk to advertise for Local Law #1 of 2018, as stated. Motion seconded by Trustee Sim. VOTE: Trustee Murphy Yes Trustee Sim Yes Trustee Tobin Yes Mayor Leak Yes Motion passed. A request was made by the Clerk for June 2018 Sewer Adjustment #1. Clerk Blot explained that because the commercial sewer bills are based on water, when the figures carried over the usage, the usages that read zero for April, configured an erroneous figure for the sewer bill. A motion was made by Trustee Sim to approve the June 2018 sewer adjustment #1, as presented. Motion seconded by Trustee Tobin. VOTE: Trustee Murphy Yes Trustee Sim Yes Trustee Tobin Yes Mayor Leak Yes Motion passed. A request was made by the Clerk to waive the late fee for 12 Compass Court, in the amount of $13.00. Clerk Blot explained the owner is a new owner and the address wasn’t changed in time for the billing, so when the new owner received the bill, it was already late. A motion was made by Trustee Murphy to approve the late fee being waived for 12 Compass Court. Motion seconded by Trustee Tobin. VOTE: Trustee Murphy Yes Trustee Sim Yes Trustee Tobin Yes Mayor Leak Yes Motion passed. A request was made by the Clerk to waive the late fee for 1716 Central Avenue, in the amount of $93.48. Clerk Blot explained that the owner purchased the property after taxable status date of January 1, 2018. The new owner is a non-profit and assumed they were exempt from the tax bill, therefore they did not pay it. After discussion with the owner, Clerk Blot explained that since they did not own the property as of January 1, 2018, the property remained as a non-exempt property on the 2018 tax roll. The new owner agreed to pay the tax bill, but requested the late fee be waived. A motion was made by Trustee Murphy to approve the late fee being waived for 1716 Central Avenue. The following reports were submitted: Senior Department attendance for July 2018 Fire Inspection report for July 2018 Building Department report for July 2018 Fire Department report for July 2018 Outreach Department for July 2018 Clerk Blot added that the Outreach center helped 40+ people for the month of July and Joan has been assisting with the senior center on a daily basis, and in the snack shake for the Tuesday night concerts in the park. Sue has a table set up at the farmers market to reach out to anyone in need. Joan has been attending CQI at Albany County Mental Health Clinic, and Joan and Sue have both recently completed the CPR training offered through the Village of Colonie. Clerk Blot also mentioned the Senior Center is going well. Attendance is up. Recreation Leader Lanza added that she has some nice events planned for the seniors for the month of August. Mayor Leak stated that the LED lighting project was supposed to begin this morning on Central Avenue, near Eleanor’s Dance School. Mayor went up to see the progress and was informed that National Grid was never notified that the work was going to start, which put a stop on the installation. Mayor Leak asked Superintendent Decker to contact DOT regarding the hold up. Mayor Leak stated that the Village of Colonie received the remaining FEMA money from NYS portion, for the storms of 2017, which left the Village responsible for about $6,000 of the total cost of $53,000 +. Trustee Tobin stated that the concert in the park for Tuesday night is going to be Jim Gaudet and the Railroad Boys, concert starts at 6:30 p.m. He added that the 2018 concert series is moving along nicely this season. Trustee Sim stated that he is in contact with someone at DOT regarding the traffic light to be installed in front of the Colonie Fire House. Originally they hoped it was going to be installed early spring, or late summer, Trustee Sim is now being told that the goal of this project is late fall. Trustee Sim is also trying to set up a meeting with other representatives of DOT to discuss his and the boards concerns with traffic congestion and speed on Central Avenue. Attorney De Cotis stated he wrote a letter, on behalf of himself as a resident, to the Times Union. The Times Union stated the letter was too long to publish and Attorney De Cotis did not want to cut the letter down because he felt it was all important. He has since submitted his letter to the Spotlight, and hopes they can publish it. Attorney De Cotis also mentioned that Mia Lucci’s Pizza is moving furniture out of the property. He asked Trustee Tobin to mention that to Attorney Caponera at the Planning Meeting scheduled for this Tuesday. Mr. Brian Casey presented certificates of appreciated to the 7 employees who work in the various Village parks for the 2018 season. He expressed his and the boards appreciation for keeping all the children who attended this year, safe and happy. He also stated that despite the heat and rain this year, they were able to take the kids on some good trips and to the pool each week. Those who received recognition were: Dorothy Bellas, Julianna Bick, Sophia Casabonne, Emily Rottingen, Abby Hart, Lindsay Nolte and Amy Gordon. Sargent Snyder and Staff Sargent Jones presented Mayor Leak with a certificate of appreciation and coin for assisting the Army recruits with a safe, clean place to hold meetings and their 2017 organizational day. Sargent Snyder and Staff Sargent Jones also presented Mr. Brian Casey with a certificate of appreciation and coin for his help with the recreation center availability for various Army events, including the future soldier training. Both Mayor Leak and Mr. Casey thanked the service men for this great honor. Abstract # 4 Breakdown General: $ 71,013.08 Seniors: $ 1,819.93 Rec.
