Roll Call: Mayor Leak Present Trustee Lockart Absent Trustee Murphy Present Trustee Sim Present Trustee Tobin Present Attorney DeCotis Present Minutes of the regularly scheduled meeting held on November 19, 2018 were reviewed by the present members of the board. Trustee Tobin noted that on page 2, first paragraph there was an “if” that needed to be changed to “is”. A motion was made by Trustee Sim to approve the minutes, as amended. Motion seconded by Trustee Murphy. VOTE: Trustee Murphy Yes Trustee Sim Yes Trustee Tobin Yes Mayor Leak Yes Motion passed. Minutes approved. The Clerk read aloud Resolution #44 of 2018 entitled, “Repairs to Lincoln Avenue”. A motion was made by Trustee Murphy to approve Resolution #44 of 2018, as presented. The following reports were submitted: November 2018 Fire Inspection Report November 2018 Building Department Report November 2018 Fire Department Report The Clerk read aloud a letter from Richard Straight regarding veterans. Mayor Leak requested we do a letter of support and asked the Clerk and Attorney De Cotis to draft something. A motion was made by Trustee Murphy to approve the Mayor’s recommendation. Motion seconded by Trustee Tobin. VOTE: Trustee Murphy Yes Trustee Sim Yes Trustee Tobin Yes Mayor Leak Yes Motion passed. Trustee Murphy said he attended the Christmas Farmers Market at Cook Park. Trustee Tobin reminded everyone that the Christmas Tree lighting ceremony will be held on Tuesday and the Santa parade will be held this weekend. Mr. Casey mentioned that the kids “breakfast with Santa” will be on the 15th. They have two seating’s, one at 8:30 a.m. and one at 10:30 a.m. and are currently taking reservations. Chief Kayser read aloud his fire department report for the month of November 2018. The Fire house has had 448 calls to date. Residents and business owners in the Village of Colonie, Joe and Mary Clark were present at the meeting to speak about concerns they have with Resolution #44 of 2018, entitled “Repairs to Lincoln Avenue”. Mr. Clark thanked the board for allowing him to speak. Mr. Clark stated that the repairs to Lincoln Avenue are unnecessary at this time. He stated that on Friday, November 30th his contractor was at the site near 124 Lincoln Avenue and pulled up the last few feet of black top using a front end loader and then used a track hoe to re-do the blacktop. He added that there is no settling to the foundation. Mr. Clark added that there has not been any movement or settling to the area in the past month and it should be good until spring time, when they plan to re-do that area. Superintendent Decker was asked of Mr. Clark if he thought it needed to be re-done and Superintendent Decker said in his opinion the black top looks good, but the issue is we don’t know what is underneath the black top and if that would settle over time. Superintendent added that the Village wasn’t sure if it was properly tamped. Mayor Leak stated that he received the packet of information from Mr. Clark at 4:30 p.m. and his board has not had sufficient time to review the materials. Mr. Clark said he didn’t send the materials in until 4:30 p.m. because he did not receive word of the proposed resolution until 3:30 p.m. Mary Clark stood and stated she had requested on several occasions to come in and speak with the Mayor regarding this issue. Mayor Leak agreed to meet with the Clarks on December 4, 2018 at 10:00 a.m. to further discuss the matter.
