Mayor Leak opened the meeting of the Mayor and Board of Trustees at 10:00 a.m. with the Pledge of Allegiance, he also noted the exits. Roll Call: Mayor Leak Present Trustee Lockart Present Trustee Murphy Present Trustee Sim Present Trustee Tobin Present Attorney De Cotis Present Minutes of the public hearing held on February 4, 2019, regarding Local Law #1 of 2019, entitled “A local law removing section 225-64 schedule XXIII: Traffic restriction, from the Village of Colonie code” were reviewed by the present members of the board. A motion was made by Trustee Sim to approve the minutes, as presented. Motion seconded by Trustee Murphy. Minutes of the regularly scheduled meeting held on February 4, 2019, were reviewed by the present members of the board. A motion was made by Trustee Murphy to approve the minutes, as presented. The Clerk requested authorization to advertise for a public hearing for Local Law #2 of 2019, entitled “Amendment to Section A246-24 Returned Check Service Charge – of the Village of Colonie code book” to be held on March 4, 2019 at 6:15 p.m. A motion was made by Trustee Lockart to authorize the Clerk to make said advertisement. The Clerk requested authorization to advertise for a public hearing for Resolution #51 of 2018, entitled “Purchase of Vacmasters System 1000 from the Capital Reserve Sewer Equipment Fund” of which a Vacmaster system will be purchase under state contract, not to exceed $110,000. Trustee Sim asked if this purchase could be taken from both the sewer and water capital reserve fund, since the device would be for both purposes. All agreed that would be fine at the disgretion of the Treasurer. A motion was made by Trustee Sim to authorize the Clerk to advertise for Resolution #51 of 2018, once the treasurer confirms we can spend from both funds equally, and advertise as such. A letter was read aloud from the owner of 1517 Central Avenue, requesting a reduction on his most recent sewer and water bill. The board requested more information before being able to make a determination. A motion was made by Trustee Lockart to table a decision until more information is provided. The Clerk read a letter aloud from the residents of 24 Sunset Boulevard, commending the Department of Public Works on a job well done with a recent water break on their street. Superintendent said he was very proud of his crew for the work they did. Superintended added they had some difficulty getting National Grid to local the gas service for this location, but they worked through it and got the job done. Mayor Leak commended the Department of Public Works on their season with the snow removal. Adding, they’ve done a great job so far this seaseon. Trustee Murphy said we were fortunate not to have too many snow storms or water breaks so far this season. Superintendent Decker informed the board that he was notified today of a water break on Sebring Avenue. Trustee Tobin mentioned there was a planning meeting scheduled for this evening at 6:30 p.m., with quite a bit on the agenda. He also mentioned that grievances would be heard tonight at Village Hall from 4:00 p.m. – 8:00 p.m. Trustee Sim mentioned there was a traffic meeting held, and the committee would like to issue a survey to the residents on Locust Park regarding traffic concerns. Trustee Sim said he would inform the board on anything further with this. Trustee Sim mentioned that a committee has been established for code revisions. A memo was put out to all department heads and commissions to look over the current Village code to see if there are areas that need to be updated. The committee consists of the following people: Trustee Sim, Clerk Blot, Code Officer Cerone and Attorney De Cotis. Trustee Sim hopes the committee can meet once a week to go over the possible revisions that need to be made, and hopes by April to have changes ready to present to the board. Trustee Lockard mentioned the senior center had their Valentine’s Day party, and head that it went well. She also mentioned that the Outreach center helped 43 people in the month of January 2019, and Joan is continuing to help down at the senior center for those seniors in need. Attorney De Cotis stated he has been working on some firehouse items and now will be working on the code revisions. Mayor Leak asked that Attorney De Cotis meet with the fire chief after the closing of the meeting. Chief Kayser informed the board that so far this year the fire house has responded to 44 calls. Most of the calls are during the day time. He also mentioned they assisted in a building collapse in Latham, with their specialty rescue. Trustee Sim asked if we would be reimbursed for materials expended for the collapse, and Chief confirmed we will receive reimbursement. Of the 44 calls, 24 were alarm drops. Trustee Lockart asked the ratio of residential to commercial for the alarm drops. Chief Kayser said they are almost all commercials. Trustee Sim said he is planning on working on something for the code revisions for these nuisance alarms. Chief Kayser said he has had a difficult time addressing this with the Town of Colonie to get something in both our code and theirs, since we are involved with mutual aid. He mentioned a lot of false alarm calls are from the same offenders each time, and gave an example of Colonie Center having 60+ false alarms in the past year that we have responded to in mutual aid. He added that he has brought this up several times at the meeting of all the fire departments in the area and hoped to get some kind of policy established. He stated that Alegra from the Town of Colonie attends those meetings. Deputy Supervisor, Linda Murphy of the Town of Colonie said she would mention this Alegra in the town attorney’s office.
