The Clerk read aloud Resolution #46 of 2018 entitled, “Amendments to the Village of Colonie Employee Handbook”. Clerk Blot explained this was just changing the dates of submission for the HRA paperwork to be more in line with the fiscal year, rather than calendar year. Clerk Blot explained this is to renew the cable franchise agreement for the next 15 years. A motion was made by Trustee Murphy to authorize the Clerk to advertise for the public hearing. The Clerk read aloud Resolution #48 of 2018, entitled “Refund of building permit fee – 20 Laurendale Street”. Clerk Blot explained that Mr. Cannistraci applied for a building permit for an addition, on or around August 20, 2018. Mr. Cannistraci decided not to proceed with the addition, and would like his fee of $270.00 refunded. Mayor Leak asked if the Clerk spoke to the building department about this, and she said she spoke with both Mr. Cerone and Mr. Rivera. Mr. Cerone added he had no issue with the refund request. A motion was made by Trustee Sim to issue the refund to Mr. Cannistraci in the amount of $270.00. Motion seconded by Trustee Tobin. The following reports were submitted: December 2018 Outreach Center Report December 2018 Fire Inspection Report December 2018 Fire Department Report December 2018 Building Department Report December 2018 Senior Center Report Mayor Leak asked Code Officer Cerone if the building department “year to date” figure on the report was for the entire 2018 year. Mr. Cerone said that the year to date number was from June 2018 to current, fiscal year. Mayor Leak spoke about Mr. John Huber who passed away last week, unexpectedly. Mayor Leak stated Mr. Huber did a lot of work for the Village of Colonie and was a great person. He was always willing to help when needed and will be greatly missed. Mayor Leak added that the Huber family were very supportive to the WARrior fund for Trustee Sim’s grandson Will. Mayor Leak and Trustee Sim asked for a moment of silence for Mr. Huber and his family. Trustee Sim mentioned that he received a phone call from DOT and they said they planned to install the new traffic light at the firehouse early next week, weather permitted. Mayor Leak added that he would like a picture when the installation is made. Trustee Sim stated that the light would be placed on the grassy area on the side of the building that the fox is on, and will be similar to the light that Midway Fire and Fuller Road Fire has. The light will be synced with the Locust Park traffic light. The west bound lane will stay green to let the truck out. The timing will need to be worked on. Trustee Sim also mentioned that DOT wants to physically put the button for the light in the fire house building. Trustee Sim would like some type of remote to be installed in the truck, and will look into that further. Trustee Sim mentioned that in the fall of 2018 he along with a few others undertook the work of gathering information needed to apply for the volunteer fire fighter cancer benefit law that was enacted January 1, 2019. He said that after much research the information was presented to the Mayor and the Mayor decided to go with the enhanced coverage plan instead of the basic plan, to which one of the cancers not covered under the basic plan was lung cancer, which the Mayor and Deputy Mayor thought was important to go with the enhanced plan to get more cancers covered. Trustee Sim thanked Trustee Tom, Chief Kayser, Alex Hart and Jamie Blot for their assistance with gathering the information necessary to get this going. The billing and addition/deletions of qualified persons will be done on a quarterly basis. Trustee Sim mentioned he had a meeting regarding the recycling grant, which Sue Bredice applied for in the late fall. The basis of the recycling grant is to educate the residents about recycling. The grant will bring roughly $51,000 in revenue through various reimbursement for promoting recycling information to the public. With the tipping fees at the landfill always on the increase, this will help to hopefully shed some light on the need for more recycling in the community. Mayor Leak expressed his support for Fire Chief Kayser and stated he is a good chief and asked that the firemen present support their chief. He added that all the Village departments main goal is to be here for the residents and hopes we can all continue to work together to support that goal. Trustee Lockart thanked Trustee Sim for recognizing Sue Bredice for the recycling grant, and added that it’s just one of the many things the outreach department does. Trustee Lockart went on to say that the outreach center helped 30 individuals in the month of December 2018, as well as 39 relatives of those initial family members. She added that the outreach department is always very responsive to any concerns brought to them. Trustee Lockart mentioned that the senior center is doing well. They had 1,260 attendees for the month of December 2018 close to half were Village residents. They has their Christmas party on January 4, 2019, and it was a great success. Trustee Lockart personally thanked the Fire Department for their assistance with a medical emergency she recently had, and added she was glad she was at the firehouse when the incident occurred. Attorney DeCotis said he worked on the franchise agreement with Time Warner Cable, with Kathy Haas. He mentioned that the cable franchise is paying more in franchise fees to the Village of Colonie than are necessary. He also mentioned he emailed National Grid to see what the status is with the street lighting project. Chief Kayser mentioned that he will be writing a letter of concern to the planning commission, regarding the newly approved project at 560 Sand Creek Road. His concern is the reach of the water line to the building for the day care that will be going into the building. He stated that for the 2018 year the fire house responded to 477 calls. He also mentioned and recognized the hours put in by the department for not only fire calls, but training, fund raising and many other activities. Chief Kayser stated he had 36 members qualify for the service award program for the 2018 year. He also recognized Keith Fogg and Chris Sharer who each were involved with reversing a cardiac arrest this past year. Chief Kayser said that he was informed of the unfunded mandate for the cancer benefits, which coverage needed to be in place by January 1, 2019. He thanked Trustee Sim, Trustee Tobin and Clerk Blot for all their work on hand searching records and gathering the information to start the process for this coverage. He also thanked the Board on behalf of the fire department, for suppling the firemen with the enhanced coverage benefit plan, to which Trustee Sim stated that was the Mayor’s choice. Chief Kayser said he appreciated that consideration for the better coverage. Mayor Leak asked Code Officer Cerone the status of 1647 Central Avenue. Officer Cerone stated he issued a stop-work order, the owner was noticed doing some work inside the building and had the windows blacked out. Officer Cerone said that the owner would like to put a Brazilian steak house into the building, and Officer Cerone informed him he needs to go to planning before going any further. Mr. Casey mentioned that there are no evenings available at the recreation center for the months of January and February. He also mentioned that there are no weekends left at the Cook Park or Sharon Drive pavilion for the months of June, July or August. Ms. Hannah Curran and Ms. Julia Seyboth were present to receive credit for the Participation in Government class at Colonie Central High School.
