Mayor Leak opened the meeting of the Mayor and Board of Trustees at 6:30 P.M. with the Pledge of Allegiance, he also noted the exits. The Clerk read aloud correspondence from Town of Colonie Police Chief Teal regarding the light on Lincoln Avenue. The Chief gave a brief history of volume, accident/incident reports and stated that because Lincoln Avenue is a public road, the use of a permit system to restrict traffic would not be feasible. The Clerk requested a vote on Local Law #1 of 2019, entitled “A local law removing section 225-64 schedule XXIII: Traffic restriction, from the Village of Colonie code”. A motion was made by Trustee Lockart to deny Local Law #1 of 2019. Motion seconded by Trustee Murphy. Mayor Leak asked the Clerk to clarify what this vote means, to which she stated it was unanimously voted to deny the local law proposing the removal, therefore the sign will remain as it is currently, with the restriction imposed. The Clerk requested a vote for Local Law #3 of 2019, entitled “Add chapter 13: accepting of payment by credit card to the Village of Colonie code book”. Trustee Sim added that we recently applied for a grant through the DEC to educate the residents and improve recycling habits in the Village of Colonie. The award is about $50,000. Our newly named recycling coordinator, Chris Ciota, will be educating the public at upcoming events and through surveys and publications. Mayor Leak asked the public if they understood the outcome of the vote for the Lincoln Avenue light, to which he again stated that this vote means that the sign and restriction will remain as is. The Clerk requested a vote of Resolution #55 of 2018, entitled “Amendment of model for sewer/water vacuum system to be purchased, as authorized by Resolution #51 of 2018”. Clerk Blot elaborated that the Superintendent preferred this other model to the original one proposed, but that the purchase would remain under a piggyback bid, under the amount in the original proposed resolution, not to exceed $110,000. A motion was made by Trustee Sim to approve Resolution #55 of 2018, as presented. Motion seconded by Trustee Lockart. The Clerk requested authorization to advertise for a public hearing regarding Resolution #17 of 2019, entitled “Purchase of GMC Sierra 2500 pickup truck with crew cab from the Capital Reserve DPW equipment fund” to be held on April 1, 2019 at 5:50 p.m., at Village Hall, 2 Thunder Road, Albany, NY 12205. A motion was made by Trustee Murphy to authorize the Clerk to advertise, as stated above. Motion seconded by Trustee Sim. Trustee Lockart asked the Treasurer if this was to start closing out the current fiscal year, to which the Treasurer confirmed. Resident, Phil Minnissale requested that a letter be sent to all the originally notified residents in the Lincoln Avenue area, informing them of the decision to leave the traffic restriction in place. Mayor Leak asked the Clerk to send out said letter. Resident, Les Samiof asked if the light was back on, on the sign, to which a fellow resident said she noticed it flashing on her way to this meeting. Chief Kayser said he attended an emergency situation over the weekend where traffic was detoured starting at Lanci Lane all the way to Locust Park. He wanted everyone to be informed in case we received any calls asking why traffic was restricted. The Clerk asked for clarification on when this took place, to which the Chief said Saturday morning. Trustee Lockart asked if we had firefighters at the station for coverage in case of a secondary emergency, so we would be able to get our apparatus out, to which the Chief confirmed. The Chief added that due to by-stander CPR the injured party was saved and last he heard was recovering in the hospital. He added that traffic let up around 5:00 p.m. Trustee Tobin mentioned that all the summer contracts were ready for the 2019 season for “Tuesday’s in the Park”. He also mentioned that the planning commission will be meeting tomorrow night, there are 3 items on the agenda, all are tenant changes. Trustee Sim mentioned the traffic committee met and discussed the Lincoln Avenue traffic restriction. They also discussed ongoing concerns with pedestrian safety on Central Avenue. He also mentioned that the code revision committee continues to meet on Tuesday mornings at 10:00 a.m. and are making progress. Chief Kayser commended the Village board on the newly installed LED lighting along Central Avenue. He mentioned that he realized that took some time to complete and it is definitely noticeable.
