A motion was made by Trustee Lockart to approve the minutes, as written. Motion seconded by Trustee Sim. The Clerk read aloud Resolution #41 of 2018 entitled, “582 Sand Creek Road October 2018 Water refund request”. A motion was made by Trustee Murphy to approve Resolution #41 of 2018, as presented. The Clerk read aloud Resolution #42 of 2018 entitled, “Recreation Center Fee adjustment for Capital District Stamp Show”. Mr. Casey introduced Mr. Lamay, the show organizer and his grandson who were present at the meeting. Mr. Casey explained that the stamp show meets once a month at the recreation center. The fee for the monthly meeting is $150. Mr. Lamay would like a reduction in the fee charged to him for the rental, of $75. The remaining $75 Mr. Lamay would like to give to the boy scouts to help send a few boys to the summer camp program. Mr. Casey stated he has 18 scouts who help out by setting up tables and chairs for the monthly events. Mr. Casey said the scout camp is about $450 a week, and the donation would help a scout who otherwise wouldn’t be able to afford it, attend. Trustee Sim asked if this event was profit earning. Mr. Lamay said there is no admission fee but he has vendors who come and set up their collectables and sell some products. Mr. Lamay said he charges the vendors $50/table. He said he currently has about 8 vendors. He said the money collected for the price of each table is spent on advertising and some money goes to the boy scouts now, with this reduction, he can give the scouts even more. Trustee Sim said it was an honorable thing to do for the boy scouts, his only concern was that the event not being a non-profit organization, and was under the assumption we couldn’t rent village property to organizations for the purpose of making a profit. Mayor Leak asked Attorney De Cotis, to which Attorney De Cotis had no comment. Trustee Tobin asked Mr. Lamay how long he has been doing these shows, to which Mr. Lamay said about 25 years. He started years ago at the Polish Community Center. Attorney De Cotis added, we are charging Mr. Lamay to rent the space still, and that he still isn’t charging admission. Mayor Leak said that he supports Mr. Casey. Mr. Casey thinks this will help a scout in need. Mayor Leak added that the scouts are always helping at various events and in and around the community. He commended Mr. Casey for taking time with these kids. A motion was made by Trustee Tobin to approve Resolution #42 of 2018, as presented, with the condition that we review how the process is going after six (6) months. Motion seconded by Trustee Murphy. The Clerk read aloud a budget transfer request from the treasurer. This transfer would replenish the fire department equipment operating budget with $40,000, from the contingent and would replenish the amphitheater other expenditure line of the operating budget with $5,000, from the contingent. A motion was made by Trustee Murphy to approve the budget transfer request, as presented. Motion seconded by Trustee Tobin. Correspondence was read aloud by the Clerk from a letter she had sent to John Bullough with RPI regarding the LED street lighting project. Mr. Bullough responded by e-mail on November 13, 2018, that he is still waiting on last bits of paperwork to be completed that will allow National Grid to remove the existing streetlights and install the LED’s along Central Avenue. He stated no activity is happening yet, but will keep all informed. Clerk Blot stated she was going to reach out to him again this week for a status update. Mayor Leak requested a moment of silence for William Rogan, who passed away after a long battle with a heart condition. He asked for thoughts and prayers to go out to the Rogan family. Trustee Murphy said the holiday event dates have been given out for the upcoming season, and thanked Carl Fleshman and Brian Casey for getting that together. Trustee Tobin mentioned the winter villager should be in homes soon. Trustee Sim thanked all the Department of Public Works for their efforts with the most recent snow storm. He added that all was taken care of even though the storm came out of nowhere. Trustee Lockart said she heard that the employee/senior thanksgiving luncheon was a nice event. She also thanked all for the well wishes and the plant while she was out. Attorney De Cotis said he has received some correspondence from Mavis Tire, seems the property might be switching hands, so he has been working with Code Officer Cerone on that. He said there was a discrepancy with the parking spaces. What is physically on the property for spaces vs. what the approved site plan states. He said he deferred it to Attorney Caponera as the Planning Commission attorney. Mayor Leak asked Attorney De Cotis about the cell tower status. Attorney De Cotis asked Clerk Blot if the letter have been sent out. Clerk Blot believed Deputy Clerk Hart sent them out, but will verify with her. Brian Casey asked fire chief Kayser to pass thanks onto Ron Coy and the members who operated the turkey raffle this past weekend. He said they did a great job with the clean-up. Chief Kayser was present and thanked the board for the approval of the new chief’s car. He also mentioned that the 2008 vehicle he currently has will be passed onto the Village of Colonie fleet. Chief Kayser read aloud some correspondence received from Ms. Drake who attended the turkey raffle. She said during the turkey raffle her three (3) year old, Maggie, started to choke on what was believed to be a piece of candy. Four (4) responders came over to help the girl, and dislodged the item. The responders continued to check in with the family for the remainder of the evening. She expressed her sincere gratitude for their quick action and caring concern. The responders to the incident were Kim Cerone, Mike Monti, John Lambert and Frank Cuoccio Jr. Mayor Leak and the board commended them all. Mayor Leak wished everyone a happy Thanksgiving.
