Mayor Sim opened the meeting of the Mayor and Board of Trustees at 6:30 p.m. with the Pledge of Allegiance, he also noted the exits. Roll Call: Mayor Sim Present Trustee Lockart Present Trustee Murphy Present Trustee Tobin Present Attorney DeCotis Absent Minutes of the regularly scheduled board meeting that was held on November 18, 2019 were reviewed by the present members of the board. There was no discussion. A motion was made by Trustee Lockart to approve the minutes, as presented. Motion seconded by Trustee Tobin. VOTE: Trustee Lockart Yes Trustee Murphy Yes Trustee Tobin Yes Mayor Sim Yes Motion passed. Minutes approved. Resolution #34 of 2019 titled “Authorization to purchase snow removal device and attachment from the Capital Reserve DPW Equipment fund, Capital Reserve DPW Streets fund and Capital Reserve Equipment fund” was presented to the board. Mayor Sim stated that this purchase will not have any tax implications on the residents. A motion was made by Trustee Lockart to accept Resolution #34 of 2019 as presented. Trustee Tobin seconded the motion. VOTE: Trustee Lockart Yes Trustee Murphy Yes Trustee Tobin Yes Mayor Sim Yes Motion passed. Resolution #35 of 2019 titled “Amendment to sewer service agreement on Vly Road dated March 9, 1973 with the Town of Colonie” was presented to the Board. Mayor Sim stated that the Board has met with Chretien Voerg from the Town of Colonie and the Board has decided that the parcel will be billed at a commercial rate. Mr. Voerg stated that that will be fine as the agreement states the Village will bill Town properties connected to the Village sewer system as if they were Village parcels. Mr. Voerg added that the Village will bill the Town, not the property owner. Trustee Lockart made a motion to accept Resolution #35 of 2019 as presented. Trustee Murphy seconded the motion. VOTE: Trustee Lockart Yes Trustee Murphy Yes Trustee Tobin Yes Mayor Sim Yes Motion passed. A request was submitted by Treasurer Haas for budget transfers. Trustee Lockart made a motion to approve the budget transfer request as submitted. Trustee Tobin seconded the motion. VOTE: Trustee Lockart Yes Trustee Murphy Yes Trustee Tobin Yes Mayor Sim Yes Motion passed. Mayor Sim stated that he will be making three appointments tonight. Mayor Sim stated that he appoints Mr. Jim Splonskowski to the Planning Commission. Mayor Sim stated that Mr. Splonskowski will be transferring from the Zoning Board of Appeals. Mayor Sim appointed Mr. Mark Keegan to the Planning Commission as alternate. Mayor Sim appointed Mr. Christopher Larrabee to the Zoning Board of Appeals to fill a current vacancy. Mayor Sim expressed his appreciation for Mr. Splonskowski, Mr. Keegan and Mr. Larrabee for their desire to help out. Trustee Tobin reported that the Tree Lighting will be tomorrow at 6pm at the Fire House. Trustee Tobin added that the Santa Parade will be December 14th and 15th starting at 10 am. Trustee Lockart stated that the Holiday Farmer’s Market will be this Saturday in the main Cook Park Pavilion from 11 am – 2 pm. Superintendent Decker reported that the DPW guys have been out plowing and salting since Sunday at 4 pm. Crews are finishing up their 4th run and will be clearing curb to curb. Mayor Sim expressed his gratitude to the DPW crews that have been running around the clock to make Page 2 of 3 sure our roads are salted and clear. Superintendent Decker stated that they have been operating off of split crews this snowstorm and it has been working out well. Mr. Park Poskus from Colonie Fire Company gave the monthly report for the fire house. There were 44 total calls for the month of November involving 352 persons and 373 man hours. There were 33 calls from 6 am to 6 pm and 11 calls from 6 pm to 6 am. Mutual aid was given 25 times and received 14 times. Mr. Poskus stated that there is a total of 484 calls for 2019. Mr. Poskus stated that with the snow storm there was only one call that involved powerline down on Omah Terrace. Abstract # 12 Breakdown: General: $80,198.09 + $1,000 manual check Water: $16,928.96 Sewer: $21,619.30 Total: $119,746.35 Trustee Tobin made a motion to adjourn the meeting.
