Mayor Tobin opened the meeting of the Mayor and Board of Trustees at 6:30 p.m. with the Pledge of Allegiance. A motion was made by Trustee White to approve the minutes. Motion seconded by Trustee Rubino. Clerk Blot requested a vote for Resolution 2021-90 ”Purchase of backhoe out of Capital Reserve Funds – DPW Equipment Fund”. A motion was made by Deputy Mayor Sim to approve Resolution 2021-90, as presented. Motion seconded by Trustee White. Clerk Blot requested a vote for Resolution 2021-80 “School district exempt-immune to Village of Colonie zoning laws”. Attorney Neidl gave a brief summary of the proposed resolution. He stated that the school district gave an initial presentation to the board on July 19, 2021. There was a public hearing held on November 1, 2021. The purpose of the zoning request for exempt-immunity is so that the school district can erect a new bus garage, district office and possible athletic field. Attorney Neidl stated that the resolution is lengthy, but is approved, the full context will be available to the public from the Village Clerk. Attorney Neidl stated that the School District’s project has met the test prescribed by the NYS court of appeals. He also noted that this exempt-immune status is on the zoning, and not on set back requirements or other area/bulk restrictions. A motion was made by Deputy Mayor Sim to approve Resolution 2021-80, as presented. Motion seconded by Trustee White. The Clerk mentioned we received a nice letter from Ms. Peckham, of Parkwood Drive, who always sends nice cards with her bills. The Clerk also stated all Village offices will be closing at 12:00 noon, on Thursday, December 23, 2021, and will resume normal business hours, Monday, December 27, 2021, except for the senior center, which will be having a modified holiday schedule, which can be found on our website. Trustee Lockart elaborated on the senior schedule and mentioned that they will be continuing to reach out to seniors and calling them while they are working their modified schedule. In hopes to cut down of COVID transmissions after the holidays, the center will be closed for activities, but the lunch program will remain open by drive-thru apt. A full schedule is on our website. The center will re-open for normal activity on Monday, January 10, 2021. Trustee Rubino wished everyone a happy Christmas and great new year. He also mentioned he has enjoyed his first year as a board member. He hopes everyone stays safe. Deputy Mayor Sim also wished everyone a Merry Christmas and Happy New Year. He also congratulated and recognized South Colonie Superintendent Dr. Perry for being recognized recently and receiving a superintendent’s award. Trustee White wished everyone a Merry Christmas and Happy New Year. Mayor Tobin stated that it’s been a testing year on everyone and thanked all departments for the great service they’ve given to the residents. Ms. Stevens asked if someone could look at a basketball hoop that is placed on the side of the road on Thoroughbred Lane, to which code enforcement said they would investigate, as basketball apparatus should be stored away for the winter for plowing purposes. Chief Kayser mentioned this has been a record year for fire calls, to which Mayor Tobin commended the fire department and said it’s been a great service, not just to the Village, but the surrounding area.
