Mayor Sim opened the meeting of the Mayor and Board of Trustees at 6:30 p.m. with the Pledge of Allegiance, he also noted the exits. Roll Call: Mayor Sim Present Trustee Lockart Present Trustee Murphy Present Trustee Tobin Present Attorney DeCotis Present Clerk Blot Present Minutes of the regularly scheduled board meeting that was held on January 21, 2020 were reviewed by the present members of the board. A motion was made by Trustee Lockart to approve the minutes, as presented. Motion seconded by Trustee Murphy. VOTE: Trustee Lockart Yes Trustee Murphy Yes Trustee Tobin Yes Mayor Sim Yes Motion passed. Minutes approved. The Clerk presented the board with Resolution #42 of 2019 entitled, “2020 Election Day, 2020 Registration Day, Polling place and hours”. A motion was made by Trustee Murphy to approve Resolution #42 of 2019, as presented. Motion seconded by Trustee Lockart. VOTE: Trustee Lockart Yes Trustee Murphy Yes Trustee Tobin Yes Mayor Sim Yes Motion passed. The Clerk presented the board with Resolution #43 of 2019 entitled, “Appointment of Election Inspectors, March 18, 2020 Election”. Clerk Blot noted the name Kathleen Levy, 26 Tattersall Lane, was added to the list of inspectors. She also noted that a list of alternate inspectors was added, should the originally named inspectors not be able to fulfill their duties. Those alternates are John and Barbara Zannella, 13 Harriet Street. A motion was made by Trustee Lockart to approve amended Resolution #43 of 2019, as stated above. Motion seconded by Trustee Tobin. VOTE: Trustee Lockart Yes Trustee Murphy Yes Trustee Tobin Yes Mayor Sim Yes Motion passed. Clerk Blot presented a budget transfer request from the Treasurer. A motion was made by Trustee Lockart to approve the budget transfer request, as presented. Motion seconded by Trustee Murphy. The Clerk presented the board with Resolution #44 of 2019 entitled, “Commence a Civil Action against the owner of 1770 Central Avenue”. A motion was made by Trustee Murphy to approve Resolution #44 of 2019, as presented. Motion seconded by Trustee Lockart. The following reports were submitted for the month of January 2020: Fire Department Recreation Center Senior Center Outreach Center Code Enforcement/Building Department Page 2 of 4 Mayor Sim mentioned that the monthly IT meeting will be tomorrow at 9:00 a.m. He also added that we have requested a quote for cyber security through our liability insurance company, since recent events in surrounding areas. Mayor Sim stated that the Centennial committee will be meeting Wednesday at 9:00 a.m. and they will be going over the finalist that submitted for the Centennial seal contest. Mayor Sim noted that there will be a department head meeting on Wednesday at 10:00 a.m. Attorney De Cotis mentioned that he and Code Officer Cerone took 38 Robert Drive to court, but the appearance was postponed until mid-February, since the owner of the property wasn’t present. He also mentioned he will be counsel to the upcoming Planning Commission meeting, 1770 Central Avenue and Goldstein are on the agenda. Chief Kayser read the January 2020 fire report. He also stated that on January 23rd the responded for mutual aid to sizable fire in Stanford Height’s district, and were the first ones on the scene. He mentioned they also responded for mutual aid to a fire in Midway’s district and were again the first on the scene. He said both times Colonie Fire had a great turn out. Mayor Sim commended the Fire Dept. for both calls, especially the one for Stanford Heights, being pretty far out of our jurisdiction. Chief Kayser stated that having the paid staff makes a difference with responses. He added that he is thankful to the DPW for the firemen who respond as well. Chief Kayser thanked Trustee Tobin for attending the most recent team meeting. Chief Kayser also thanked Trustee Lockart for her assistance with the Sheriff’s office for the proposed Life Reach program. Trustee Lockart added that once the Sheriff is back in town they will coordinate a press release for the program. Mayor Sim asked if the members were aware of the program, to which Chief Kayser said he brought it up at the last meeting and there was no negative feedback. Superintendent Decker said the new snow removal machine was in and welcomed the board to come over to DPW garage to see it. He said there would be training on it Friday, but felt confident that if needed, the employees would be able to operate it now. Abstract # 16 breakdown: General: $ 102,053.21 Water: $ 498,576.09 Sewer: $ 2,494.11 Total: $ 603,123.41 A motion was made by Trustee Tobin to adjourn the meeting. Motion seconded by Trustee Murphy.
