Mayor Leak opened the meeting of the Mayor and Board of Trustees at 6:30 P.M. with the Pledge of Allegiance, he also noted the exits. Roll Call: Mayor Leak Present Trustee Lockart Present Trustee Murphy Present Trustee Sim Present Trustee Tobin Absent Attorney De Cotis Present Minutes of the regularly scheduled board meeting that was held on June 17, 2019 were reviewed by the present members of the board. A motion was made by Trustee Sim to approve the minutes, as presented. Motion seconded by Trustee Lockart. VOTE: Trustee Lockart Yes Trustee Murphy Yes Trustee Sim Yes Mayor Leak Yes Motion passed. Minutes approved. Resolution 2019-24 entitled, “Transfer of funds from the Playground Account to the Park Mitigation Account” was presented to the present members of the board. A motion was made by Trustee Murphy to approve Resolution 2019-24, as presented. Motion seconded by Trustee Lockart. VOTE: Trustee Lockart Yes Trustee Murphy Yes Trustee Sim Yes Mayor Leak Yes Motion passed. A request was submitted by Clerk Blot for tax adjustment request #2 of 2019. Both adjustments were to remove relevied water bills, that we in fact paid during the water cycle. A motion was made by Trustee Lockart to approve tax adjustment request #2, as presented. Motion seconded by Trustee Murphy. VOTE: Trustee Lockart Yes Trustee Murphy Yes Trustee Sim Yes Mayor Leak Yes Motion passed. A budget transfer request was submitted by Treasurer Haas. These are transfers to close out the current fiscal year. A motion was made by Trustee Sim to approve the transfers, as presented. Motion seconded by Trustee Lockart. The following reports were submitted for June 2019: Fire Department Report Mr. John Cole and Mr. Mike Milos were present, representatives of Cole’s Collision, 1517 Central Avenue, to discuss their village sewer bills. They had formally requested in January 2019 a reduction on their December 2018 sewer bill, since some of the usage used to calculate the bill was due to irrigation system usage. This request was denied at the April 1, 2019 board meeting. Mr. Cole and Mr. Milos would like to request to appeal the decision to deny the request. Attorney De Cotis asked if the separate meter for irrigation has been installed, as per the Village of Colonie’s stipulation for future billings. Both gentlemen said the meter was not installed yet. Both gentlemen were advised to install that separate meter as soon as possible. Superintendent Decker told them they could pick up the meter at DPW first thing in the morning. Consumption will be reviewed after a week of usage to get a rough estimate of how much irrigation water is being used. Trustee Sim stated that Superintendent Decker needs to review the calculations, and added that by the Village of Colonie code, no refund is required, since the meter was not installed at the time of usage. A motion was made by Trustee Sim to table the decision until more information can be established and until the new meter is installed. Motion seconded by Trustee Lockart. VOTE: Trustee Lockart Yes Trustee Murphy Yes Trustee Sim Yes Mayor Leak Yes Motion passed. Mayor Leak stated he attended the Zaloga post honoring of veteran’s and Mike Aidala was honored on 7/1/19. Mayor Leak spoke at the event. Mike’s family was present and he added that Mike would have been proud to be honored. Trustee Sim mentioned that the Mayor was honored Friday night by the South Colonie School District, where he was inducted into the Hall of Fame and became an honorary graduate. Mayor Leak added that it was a tremendous honor and he recognized Superintendent Jon Buhner, and said he is a great person. Mayor Leak also commended Brian Casey on all he does for the youth with his involvement at the recreation center. He also mentioned the alternative education program and about 100 kids received their degrees, who otherwise would not. Trustee Sim also mentioned that the IT committee continues to meet once a week. He also mentioned that starting in July the Centennial committee would have their first meeting to prepare for the 2021 Centennial celebration. Attorney De Cotis mentioned that the apprasil has been ordered for the Jupiter Lane property. He also mentioned he received a call from the owner of the property on Hillside Avenue with the retaining wall damage. He is working on helping her move a pole with Verizon, which he received help from Superintendent Decker. Mayor Leak mentioned he received a complaint from a resident on Fuller Terrace regarding a neighbor with concerns for an abundance of animals and the condition of the property. He stated animal control has been notified. This property is a rental property and we will contact the owners of the concerns. President of the Colonie Fire Company, Ron Coy congratulated the Mayor on his achievement with South Colonie Schools and apologized for the delay with posting it on the sign. President Coy stated that at the last fire dept. meeting there was a long discussion regarding the fire lane issue at 1770 Central Avenue. He read aloud a letter that he drafted with his concerns, on behalf of the membership. The letter was submitted into the record. Ultimately, it was requested that the Mayor and Board encourage the reinstatement of the fire lane for the safety of the public and emergency responders. Resident Kathy Boggs Musselwhile was also present to state similar concerns. Mayor Leak received all correspondence, and will pass onto the Planning Commission chairman. He mentioned that the Planning Commission is their own entity and the Mayor and Board have no authority over their decisions, to which Attorney De Cotis confirmed. Mayor Leak addressed the fire department with regards to a request for a new pumper truck. He stated that he will not borrow money to make a purchase. He appreciates what the volunteers do and will try to work with them as much as possible to help out with repairs to the current truck. Resident Bill Fahy was present to congratulate the Mayor for being honored at the South Colonie Graduation. Mr. Fahy was in attendance at the event and said the Mayor’s speech was great and he was glad he could witness him receiving the honor. He added he was very proud of the Mayor and thanked him for being who he is.
