Mayor Leak opened the meeting of the Mayor and Board of Trustees at 6:30 P.M. with the Pledge of Allegiance, he also noted the exits. A motion was made by Trustee Sim to approve the minutes, as presented. Motion seconded by Trustee Lockart. Minutes of the regularly scheduled board meeting that was held on May 20, 2019 were reviewed by the present members of the board. The Clerk requested authorization for the Mayor to sign an agreement with Albany County Board of Elections for the use of the recreation center for general and primary elections. A motion was made by Trustee Lockart to authorize the Mayor to sign the agreement. Motion seconded by Trustee Murphy. The following reports were submitted for May 2019: Building Department Report Fire Inspection Report Fire Department Report Senior Center Report Mr. Casey submitted a request he had received from “Great Benjamins Circus” for use of Cook Park from October 25, 2019 – October 27, 2019, for a circus. A letter was submitted with a drawing of the outline. A discussion was held. Mayor Leak wants to talk to the applicants more he has several questions. He would like the attorney to review the request. The request letter did state that a percentage of the proceeds would be donated to the Village of Colonie, but it didn’t give an exact percentage amount. Trustee Lockart wants to ask about what types of animals they will have present. Code Officer Cerone said they would also need permits, if approved. A motion was made by Trustee Sim to table a decision until further investigation can be conducted. Motion seconded by Trustee Tobin. Clerk Blot stated family fun day will take place on Saturday, June 8, 2019 in Cook Park, noon-5 p.m. Trustee Sim stated the first amphitheater show will take place on Tuesday, June 11, 2019. Trustee Lockart mentioned the first farmers market took place at the new location, Village Square, and there was a lot of people in attendance. The location seems to be better for visibility and hopes the rest of the season is a success. Attorney De Cotis stated that he received the title search request back for 5 Broderick Street. He has some additional questions and is trying to get ahold of someone who can answer those questions. Chief Kayser reported aloud the May 2019 fire department numbers. He also mentioned that as of July 1, 2019 the fire house will start to track members exposed to hazardous materials. This will not only benefit the members but also the Village of Colonie. We will be the first in the area to start keeping track of this data. It will assist with future health claims and also help with the gear cleaning schedule. He also stated he has plans for the day time staff to assist with the gear cleaning as part of their duties. Trustee Lockart asked if the gear is worn properly does that protect them from the hazardous materials? Chief stated is protects from the heat but the carcinogens get on the gear which is why the cleaning is necessary, to remove debris on clothing that can be hazardous. Chief said they do a de-contamination for anyone with smoke/fire exposure at the scene, due to concerns of what is on the gear. Chief mentioned he attended the PERMA conference and one of the classes was on the VFBL cancer coverage. The legislature is now looking into some of the initial concerns that municipalities and fire companies had when the law was first presented, which is good. He added that our carrier, Hartford, has never denied a claim. Trustee Sim asked is they addressed lack of documentation? Chief stated that the obligation is on the Fire Department/Village to contest that the volunteer in question was here. Chief also mentioned the membership committee will be meeting tonight to reach out to new residents to welcome them and give them some information about the fire department, in hopes to get some more volunteers. Resident Milt Schmidt asked what the financial agreement was for the recent Gillette Carnival. Mayor Leak stated we received .20 cents per $1.00 of revenue for ticket sales. Mayor Leak stated we received a little over $17,000 in donation for the carnival. Mr. Schmidt also asked is we received any complaints about the carnival? Mayor Leak said we did not, and added it’s a family run business and they do a great job. Superintendent Decker stated his family attended and said the workers were very respectful and nice. A motion was made by Trustee Lockart to enter into executive session to discuss a personnel issue regarding a specific individual. Motion seconded by Trustee Murphy.
