Mayor Leak opened the meeting of the Mayor and Board of Trustees at 6:30 P.M. with the Pledge of Allegiance, he also noted the exits. Roll Call: Mayor Leak Present Trustee Lockart Present Trustee Murphy Present Deputy Mayor Sim Present Trustee Tobin Present Attorney De Cotis Present Minutes of the regularly scheduled meeting held on May 6, 2019, were reviewed by the present members of the board. A motion was made by Trustee Murphy to approve the minutes, as presented. Motion seconded by Trustee Tobin. The Clerk requested a vote for Local Law #1 of 2019 entitled, “Amendments to the Village of Colonie code book, including the removal of Section A246”. A motion was made by Trustee Sim to approve Local Law #1 of 2019. Motion seconded by Trustee Lockart. The Clerk requested a vote for Resolution #19 of 2019 entitled, “purchase of portable lifts from the Capital Reserve DPW equipment fund, Capital Reserve Sewer equipment fund and Capital Reserve Water equipment fund” amount not to exceed $55,000. Amount to be expended evenly between the three accounts listed above. A motion was made by Trustee Lockart to approve Resolution #19 of 2019. Motion seconded by Trustee Tobin. The Clerk requested a vote on Resolution #21 of 2019 entitled, “Adoption of Village of Colonie fee schedule”. A motion was made by Trustee Murphy to approve Resolution #21 of 2019, as presented. A motion was made by Trustee Lockart to approve the budget transfers, as requested. Motion seconded by Trustee Murphy. The permit application requested a tent display to sell fireworks starting 6/20/19-7/5/19 at the Village address of 1730 Central Avenue. Mayor Leak recommended the application be denied. He stated he is not happy with the products and received several complaints in the past. A motion was made by Trustee Murphy to accept the Mayor recommendation, and advise the Clerk to deny the application. Motion seconded by Trustee Tobin. The Clerk requested authorization for the Mayor to sign a lease agreement for the use of 1770 Central Avenue, Village Square Plaza, for the 2019 Farmers Market season. Clerk Blot added that Attorney Caponera reviewed the agreement with some minor changes, that were amended. A motion was made by Trustee Lockart to authorize the Mayor to sign the agreement. Clerk Blot read aloud a thank you letter to the Mayor and Board from Coordinator Hart, regarding the recent Planning/Zoning conference. Mayor Leak stated the Gillette Carnival at Cook Park is going great, and we are getting a lot of people. Trustee Murphy stated that the Zaloga post is honoring Trustee Mike Aidala for his service. Mayor Leak wished Trustee Tobin a safe trip with his upcoming vacation. Trustee Sim thanked all who helped work on the code revisions. He thanked all department heads, boards, commissions and the committee. He also stated the next focus we will be undertaking is the Village of Colonie IT services. Mayor Leak welcomed back Trustee Lockart. Sue Bredice reminded all that the LED presentation on Central Avenue was taking place on May 22, 2019 starting at Price Chopper Plaza, 1892 Central Avenue, at 9:30 p.m. Attorney DeCotis stated he has been working with Mike Cerone on an ongoing issue with Sunset Boulevard. He is waiting to hear back from some correspondence he sent out to DEC Rotterdam on May 16th. DEC met with the landowner on May 15, and advised him to stop dumping on the property. There is remedial work required. He stated in his correspondence that he asked several questions to the DEC rep. and hopes for a quick response. Mayor Leak asked Attorney DeCotis how long they have to remedy the situation and if they are being fined daily. Attorney DeCotis stated he is also working on some issues with 5 Broderick Street. He has requested a title search of the property, which he hopes we should receive this week. He also mentioned the owner of the house next door, is interested in donating his house to the Village. A discussion was held. Mr. Fuller was present and discussed his plans with the property he owns. Attorney DeCotis said he would stay in touch with Mr. Fuller and the board about any progress he makes with the property next door, 5 Broderick Street. Chief Kayser mentioned the burn ban has been lifted. He also mentioned that the new pick-up truck is in service. Abstract #23 Breakdown General: $ 109,029.98 Water: $ 26,349.38 Sewer: $ 9,615.75 Total: $ 144,995.11 A motion was made by Trustee Lockart to adjourn the meeting. Motion seconded by Trustee Tobin.
