Mayor Leak opened the meeting of the Mayor and Board of Trustees at 6:30 P.M. with the Pledge of Allegiance, he also noted the exits. Roll Call: Mayor Leak Present Trustee Lockart Absent Trustee Murphy Present Deputy Mayor Sim Present Trustee Tobin Present Attorney De Cotis Present Minutes of the regularly scheduled meeting held on April 15, 2019, were reviewed by the present members of the board. A motion was made by Trustee Murphy to approve the minutes, as presented. Motion seconded by Trustee Tobin. VOTE: Trustee Murphy Yes Trustee Sim Yes Trustee Tobin Yes Mayor Leak Yes Motion passed. Minutes approved. The Clerk requested authorization to advertise for a public hearing for Local Law #1 of 2019 entitled, “Amendments to the Village of Colonie code book, including the removal of Section A246” to be held on May 20, 2019 at 6:00 p.m. A motion was made by Trustee Sim to authorize the Clerk to advertise as described above. Motion seconded by Trustee Tobin. VOTE: Trustee Murphy Yes Trustee Sim Yes Trustee Tobin Yes Mayor Leak Yes Motion passed. The Clerk requested a vote on Resolution #18 of 2019 entitled, “Payroll adjustment for new rates”. This will allow for two days in the current fiscal year to be paid at the new rate for any employee eligible for an increase. A motion was made by Trustee Murphy to approve Resolution #18 of 2019, as presented. Motion seconded by Trustee Tobin. The Clerk requested authorization to advertise for a public hearing for Resolution #19 of 2019 entitled, “purchase of portable lifts from the Capital Reserve DPW equipment fund, Capital Reserve Sewer equipment fund and Capital Reserve Water equipment fund” amount not to exceed $55,000. Amount to be expended evenly between the three accounts listed above. Public hearing will take place on May 20, 2019 at 6:15 p.m. A motion was made by Trustee Sim to authorize the Clerk to advertise, as stated above. Motion seconded by Trustee Tobin. The Clerk requested a vote on Resolution #20 of 2019 entitled, “Authorize the Mayor to enter into an agreement with Hart Alarm for the 2019-2020 monitoring and notification agreement”. Mayor Leak asked the Clerk is there was any increase this year, and she said there was not. A motion was made by Trustee Murphy to authorize the Mayor to enter the agreement, as stated above. The following reports were submitted: April 2019 Fire Department report April 2019 Senior Center report April 2019 Fire Inspection report April 2019 Building Department report April 2019 Recreation Center report Stormwater Manager Randy Rivera presented the draft for the 2019 MS4 submittal to those present. He said there will be a final draft at the end of the month for June 2019. He said copies are available and it is also on the Village of Colonie website. He also mentioned that we will put some educational information regarding MS4 on the back of the next sewer bill going out in June 2019. This particular material will be about safe fertilizer to use on lawns. He also mentioned that he received the tablet from the coalition, as promised and the building department will be able to utilize the tablet in the field for inspections and other things. Trustee Murphy mentioned he attended the Fire Department Installation Dinner and that it was a great event. Trustee Tobin mentioned that the planning commission will be meeting on May 7, 2019. A request was made by Mayor Leak to Trustee Tobin, to inform resident John Moore when the Hillside/Rosetti property is on the agenda. Trustee Sim mentioned the traffic committee will begin putting the “drive like your kids live here” signs on Broderick Street. He also noted that the code revision sessions are complete and we will be going forward with the Local Law #1 presentation at the next meeting, at which time the fee schedule will also be presented through resolution, for a vote. Trustee Sim also mentioned the first recycling grant submittal has been given to DEC, he will inform all when we receive the funds for this quarter, which should be around $12,000. Mayor Leak asked if we will be working towards the grant for the recycling truck and bins. Trustee Sim said he would get together with the grant committee and Superintendent Decker to try and pursue that. Trustee Sim also mentioned heavy item started with the newly implemented system. He also credited Trustee Lockart for suggesting that the requests start being done in-person. He said that the DPW has an organized system for the year and commended Courtney and Les. He also thanked the Fire Department for their assistance with the Easter Bunny Parade this year. Menands resident, Bill Garvey was present to discuss suggestions for the installation of electric switched for traffic light signals. Attorney DeCotis said of all the traffic signals in the Village, there are only two (2) which the Village owns, and they are located on Sand Creek Road. He added the lights along Central Avenue are owned by the State of New York. Superintendent Decker added that the light at Sand Creek Road and Sunset Boulevard is ours and the light at Shaker Run and Sand Creek Road is also ours. Attorney DeCotis informed Mr. Garvey that in the time since he’s been here we completed the LED street lighting project on Central Avenue, who we collaborated on with the Town of Colonie, NYSERDA, RPI and many others. Trustee Murphy mentioned he attended Loyalty Day at the VFW with Mayor Leak. It was a nice event. Chief Kayser read aloud the call history to date for the fire department. He stressed that the day time calls remain difficult to get responders for. He also mentioned they had a NYS tools course this weekend, and thanked the Superintendent and staff for their assistance with set up. He also mentioned a call for a car that struck the Days Inn on Central Avenue. Abstract #22 Breakdown General: $ 59,248.86 Water: $ 35,773.86 Sewer: $ 33,585.56 Total: $ 128,608.28 A motion was made by Trustee Sim to adjourn the meeting. Motion seconded by Trustee Tobin.
