Mayor Tobin opened the meeting of the Mayor and Board of Trustees at 6:30 p.m. with the Pledge of Allegiance. Roll Call: Mayor Tobin Present Trustee Lockart Present Trustee Murphy Present Trustee Sim Present Trustee White Present Clerk Blot Present Minutes of the regularly scheduled board meeting that was held on October 19, 2020 were reviewed by the present members of the board. A motion was made by Trustee Sim to approve the minutes, as presented. Motion seconded by Trustee Murphy. The Clerk requested authorization to advertise for Local Law #1 of 2020 entitled, “Amendments to the Village of Colonie code book, Chapter 37 Officers and Employees”. Public Hearing will take place on November 16, 2020 at 6:25 p.m. A motion was made by Trustee White to authorize the advertisement. Motion seconded by Trustee Lockart. The Clerk stated a public notice has been placed in the news paper for one (1) position of Trustee for the March 16, 2021 Village election, to complete the term ending in 2022. The Clerk requested authorization to advertise for sealed bids for a new recycling truck. Sealed bids are due by Friday, November 13, 2020 at 10:00 a.m. A motion was made by Trustee Sim to authorize the Clerk to advertise for sealed bids, as described above. The following reports were submitted for the month of October 2020: Senior Report Fire Inspection Report Building Department Report Fire Department Report Trustee White mentioned that he helped hand out lunch last Friday, October 30, 2020 for the senior center. He said he enjoyed helping. Trustee Sim mentioned that on the evening of Friday, October 30, 2020, the Village had a Halloween drive-by and handed out treat bags. They handed out around 350-400 bags. He thanked all who participated. Trustee Lockart stated that Chrissy Lanza returned to work and is doing well, she is glad to have her back. Mayor Tobin reminded all to be diligent with their mask wearing. He also added that the fire department light on Central is installed and operational. Chief Kayser added that they haven’t had to use it yet, but it is ready for when the need comes. Chief Kayser also read aloud the October 2020 fire department report. He also mentioned that at 2:15 p.m. on October 22, they were dispatched for a house fire on Walnut Street. He added that the 3 day time staff (himself included) were able to be on scene with water on the fire in 6 minutes. He added this has been the second day-time working fire for the year and noted that the daytime staff has made a huge difference between saving or losing a house. Trustee Lockart asked is they know what caused the fire, to which the Chief said NY State office of fire prevention and control is investigating the cause. He added that usually this would be the Town of Colonie fire prevention, but they are currently closed. Page 2 of 3 Trustee Sim also added the other working fire was on Locust Park, to which the Chief added that fire was a result of a smoking accident. Superintendent Decker stated that the leaf/lawn bag pick-up has started. He said the program will continue until the first week in December, or until the first significant snow fall, whichever comes first. The Planning Commission members were present to bestow a gift to Mayor Tobin. Mayor Tobin started his relationship and career with the Village of Colonie by sitting on the Planning Commission in 1988. The Planning Chair, Chris Dennis recognized Mayor Tobin’s dedication to the Village of Colonie. Planning Coordinator Alexandra Hart presented the Mayor with a engraved leather planner, on behalf of the commission. Mayor Tobin thanked them all for the recognition. Abstract # 10 breakdown: General: $ 40,841.82 Water: $ 1,040.04 Sewer: $ 1,648.07 Total: $ 43,529.93 A motion was made by Trustee Sim to adjourn the meeting. Motion seconded by Trustee Lockart.
