Minutes of the regularly scheduled meeting held on October 15, 2018 were reviewed by the present members of the board. A motion was made by Trustee Sim to approve the minutes, as written. The Clerk presented water adjustment request #2 for the October 2018 water billing. A motion was made by Trustee Tobin to approve the water adjustment request, as presented. The Clerk read aloud Resolution #38 of 2018 entitled, “Elimination of sewer rent for 5B David Court – vacant parcel”. The Clerk read aloud Resolution #39 of 2018 entitled, “Authorize the Mayor to complete the facilities use agreement for the American Red Cross for the emergency use of certain Village buildings in the event of a disaster”. The Clerk read aloud Resolution #40 of 2018 entitled, “2018 Contract – Albany County youth and recreation program funding under the youth development program”. Clerk Blot noted that this is the grant that Mr. Casey helps with annually with providing figures for number of youth attending the facility and lists of events held through the youth program for the Village of Colonie. A letter from the owner of 519 Sand Creek Road was read aloud by the Clerk. The letter requested a reduction for the October 2018 water bill for said address. Superintendent Decker presented a data logging report for the Mayor and Board that stated between the hours of 6:00 a.m. and 10:00 a.m. there is a significant use daily during the summer period. Around September those figures decreased for a short period and then returned mid-September for about a week and have since, with the exception of September 30th have decreased drastically. Given the hours of the extreme usage, and the time period, the Superintendent as well as several other water employees feel that the use of the owner’s sprinkler system is the reason for such high usage. The owner had been told prior to this bill to reduce the use of the sprinkler system due to a high bill received a few cycles ago. An adjustment was given to the owner in 2015 due to high usage and at that time a new meter was installed with a data logger. The Clerk added that an accurate reading was taken on April 11, 2018 and then the meter was read on October 1, 2018 for the October billing and the usage in that time period was 252,628 gallons. Superintendent Decker stated that the meter is properly functioning and recommends that the board deny the request for an adjustment. A vote was taken of the board to agree with the Superintendent and deny the request. VOTE: Trustee Lockart Yes Trustee Sim Yes Trustee Tobin Yes Mayor Leak Yes Motion passed. Request for adjustment, denied. The Mayor requested that the Clerk write a letter to the owner stating such. The Clerk commended DPW, especially Foreman Dan Light for assisting with obtaining several data logger reports this billing period. She added that it has helped at least 3 property owners to see when and how much water is being used in any given hour over the past 3 months. Superintendent Decker introduced two new hires to DPW, Mr. Derek Savage and Mr. Lucas Weis. He said both started in October, and have been great employees so far. He added he is very pleased with the work production. Code Officer Cerone informed the Mayor and Board that he went to court for Mia Lucci’s and they gave an ACOD for 3 months. He added that the business is for sale and there is a sale pending. He also noted that several of the items requested by the Planning Commission have been completed. Code Officer Cerone mentioned that Wendy’s is under construction for the re-build at 1770 Central Avenue. They hope to have the building completed by December 2018. He also noted that Howard Johnson has the mold/asbestos removal taking place for the back building located on their property. Mayor Leak asked about a house on Gert Lane, and Officer Cerone said the owners are putting an upstairs on the dwelling, and have all the proper paperwork filed and a permit to do so. Trustee Sim stated that the lawn signs for the traffic committee Drive25 campaign have been put up on Locust Park and the residents seem pleased. He spoke to EC Stempf with Infamous Graphics, who donated the first 30 signs, and EC said he would donate another 20 signs if the Village purchased 20, which the board agreed. Mayor Leak said that some residents on Lincoln Avenue have expressed that they wanted some signed for their lawns as well. Trustee Sim also mentioned he met with DOT about the traffic light for in front of the firehouse. Originally they hoped it would be installed late summer, now they are hoping for late fall, before winter. If winter hits before they are able to install, they will shoot for spring. There will be a pole on the grass area outside the firehouse on the left side of the building, if looking at it from Central Avenue. There will also be a stop sign on the other side where the driveway is located, the light at Locust Park will remain green so the engines can get out, and there will be a button at the firehouse. They hope to get a remote for inside the truck so that on the way back from calls it’s easier to get back into the station. Attorney DeCotis said he was looking over some possible code revisions with Code Officer Cerone. Trustee Tobin thanked all for their work on the Haunted House and the kids Halloween party. He heard both events had a good turn-out. Chief Kayser gave his monthly report on the activity at the firehouse for October 2018. He also noted they had their open house on October 19th and had many in attendance. He thanked the DPW for their assistance with building a small demo-house for the burn scenario. He also noted that he attending the Town of Colonie fire services dinner, where the Colonie Village firefighter of the year was recognized, Keith Fogg. He also thanked Mayor Leak and the Board for the nice presentation for Mr. Frank.
