Mayor Sim opened the meeting of the Mayor and Board of Trustees at 6:30 p.m. with the Pledge of Allegiance, he also noted the exits. Roll Call: Mayor Sim Present Trustee Lockart Present Trustee Murphy Present Trustee Tobin Present Attorney DeCotis Present Minutes from the public hearing that was held on November 4, 2019 were reviewed by the present members of the board. There was no discussion. A motion was made by Trustee Lockart to approve the minutes as presented. Motion seconded by Trustee Tobin. VOTE: Trustee Lockart Yes Trustee Murphy Yes Trustee Tobin Yes Mayor Sim Yes Motion passed. Minutes approved. Minutes of the regularly scheduled board meeting that was held on November 4, 2019 were reviewed by the present members of the board. There was no discussion. Minutes approved. Resolution #31 of 2019 titled “Amending Resolution 1 of 2019 Annual Appointments for Appointed Officers” was presented to the board. There were no comments or discussions. A motion was made by Trustee Lockart to accept Resolution #31 of 2019 as presented. Trustee Tobin seconded the motion. The Deputy Clerk requested authorization to advertise for a public hearing to be scheduled on December 2, 2019 at 6:15 p.m. regarding the purchase of a new sidewalk snow plow machine for the Department of Public Works. A motion was made by Trustee Lockart to authorize the advertisement. Trustee Murphy seconded the motion. VOTE: Trustee Lockart Yes Trustee Murphy Yes Trustee Tobin Yes Mayor Sim Yes Motion passed. The Deputy Clerk stated that there was an adjustment for the October water bill for 150-152 Lincoln Ave. There was a water meter malfunction that caused an error in reading the usage. The bill was adjusted down to a minimum bill to reflect prior usages. Trustee Lockart made a motion to approve the adjustment. Trustee Murphy seconded the motion. Trustee Tobin stated that the Planning Commission will be meeting tomorrow night, November 19, 2019 and there are 7 items on the agenda including Goldstein Storage. Mayor Sim added that Deputy Clerk Hart will be emailing the Planning Commission agendas out to increase the level of communication prior to the meeting and then will be sending out a brief synopsis of the meeting. This will allow other departments to review and ask questions about various projects. Mayor Sim reported that the Centennial Committee met again this month. There is an ongoing contest to create the centennial seal. Mayor Sim added that there are 56 high school students designing the seal and it is also open to Village residents to design as well. The designs are due by January 2, 2020. Page 2 of 3 Trustee Lockart reported that the seniors will be having their Thanksgiving luncheon for the Village employees on Thursday November 21st and the Center’s Thanksgiving lunch will be Friday. Trustee Lockart stated that she wanted to thank Deputy Clerk Hart for all her hard work and that she is doing a great job stepping up into her current role. Attorney DeCotis stated that the fence case on Robert Drive is ongoing and that she has received her correspondence. Chief Kayser wanted to thank the Board and all Village employees that attended Saturday’s meeting room dedication to Mayor Leak. Chief Kayser reported that there was a close call with a live gas line at 1892 Central Ave. He stated that was no ignition source and it could have been a very large explosion if there was an ignition. Chief Kayser stated that there was another walk- in heart attack this week at the fire station. Chief stated that this is the second heart attack or stroke walk- in in the last two months. The paid firemen attended to the man immediately and Colonie EMS arrived within a few minutes to transport to the hospital. Mayor Sim stated that Mayor Leak called just before this meeting to pass along how happy, honored and impressed he was with the dedication ceremony at the firehouse. He thanks everyone at the firehouse. Mayor Sim stated that it is the small things that seem to make the biggest impacts and thanked the Chief and everyone at the firehouse for a job well done.
