Deputy Mayor Sim opened the meeting of the Mayor and Board of Trustees at 6:30 p.m. with the Pledge of Allegiance, he also noted the exits. Deputy Mayor Sim stated that Mayor Leak is in the hospital and cannot attend tonight’s meeting. He asked everyone to take a moment and send Mayor Leak well wishes. Roll Call: Mayor Leak Absent Trustee Lockart Present Trustee Murphy Present Deputy Mayor Sim Present Trustee Tobin Present Attorney DeCotis Present Minutes of the regularly scheduled board meeting that was held on September 16, 2019 were reviewed by the present members of the board. A motion was made by Trustee Lockart to approve the minutes, as presented. Motion seconded by Trustee Murphy. VOTE: Trustee Lockart Yes Trustee Murphy Yes Trustee Tobin Yes Deputy Mayor Sim Yes Motion passed. Minutes approved. There was a budget transfer request from Treasurer Haas. The present members of the board did not have any comment. A motion was made by Trustee Murphy to authorize the budget transfer. Trustee Tom seconded the motion. Deputy Clerk Hart requested authorization to reverse the October 2019 water bill in the amount of $160.00 for 1621 Central Ave. Deputy Clerk Hart stated that this building does not have a water meter and therefore should not receive a water bill. Present members of the board did not have any comment. A motion was made by Trustee Lockart to reverse the water bill. Trustee Tobin seconded the motion. The following reports were submitted for the month of September 2019: Outreach Center Building Department Fire Inspection Recreation Center Senior Center Fire Department Deputy Mayor Sim stated that the Centennial Committee has been meeting regularly and have opened a contest for a new Centennial Village seal. The contest will be promoted in the Villager and on the website. All residents are welcome to submit an entry. Deputy Mayor Sim stated that the graphic design student at Colonie High School are also invited to submit an entry. There is a special e-mail set up to receive the entries and the deadline is January 1, 2020. Attorney DeCotis stated that he has been to Court with Code Enforcement regarding an ongoing case on Hialeah Dr. Attorney DeCotis stated that the case was cited as satisfactory, however the complaint was not dismissed and the homeowners must prove that they will maintain the property for 6 months or else they will face more charges. DPW Superintendent Les Decker introduced the newest full-time employee in the DPW. Superintendent Decker stated that Chris Kowalski was hired as a part time summer employee and worked on the brush truck. Mr. Kowalski enjoyed his time at the Village and asked for a full-time position. Superintendent Decker stated that Mr. Kowalski has done great work and is a huge asset to the Village and Superintendent Decker is looking forward to having Mr. Kowalski on the full-time crew. Superintendent Decker stated that Mr. Kowalski also joined the fire department. The board members welcomed Mr. Kowalski. Chief Kayser stated that the Fire House has a full-time member, Mr. Kowalski. Chief Kayser stated that there was a total of 41 calls for the month of September. Year to date calls are 361, as of September 30th. He stated that there have been a few serious calls this week including a truck fire and an extraction in the Midway Fire district. Chief Kayser stated that he is proud of the quick response for these calls. Chief Kayser stated that the paid daytime staff of the firehouse are now responding to daytime EMS calls for Village property. He stated that the daytime employees responded to and EMS call at the DPW last week and responded 6 minutes before Colonie EMS arrived. Chief Kayser stated that the Fire Department has received a grant from Homeland Security for $29,300 to be used towards purchasing new rescue equipment. The Colonie Fire Company was part of the Patriot Flight detail this past Saturday morning. Chief Kayser stated that he is very proud of the turnout since the detail began at 3:30 a.m. The detail parades the participants from CBA to the Albany Airport. The Colonie Fire Company will be at Lowe’s this Saturday at 10 am for their fire prevention event. Code Officer Cerone stated that he and his father were on that Patriot Flight and that everyone did an outstanding job. He stated that it is a wonderful program and that they went around to all the memorials in Washington, D.C. He added that Colonie had a 5-man crew for their escort detail and they did a great job. Code Officer Cerone stated that the emergency access project is now complete. Randy had completed this project in 10 months and was able to update 128 Knox boxes with keys and contact information. He stated that Randy has also been working to complete the MS4 survey and is now following up on satisfactory accounts. Mr. Phil Wielewinski, resident from 29 Moon Drive stated that he has been in to see code enforcement and Attorney DeCotis on an issue with his neighbor. He stated that the neighbors recently moved in and have 2 panel trucks with advertisements on the trucks, however the trucks do not have any contact information on them. Mr. Wielewinski stated that he has not heard back from Attorney DeCotis regarding this issue. Attorney DeCotis stated that he spoke with the homeowners and they stated that they are not running a business. Code Officer Cerone stated that he and Code Officer Randy Rivera met with the homeowner one day at 6:30 in the morning to interview them. Code enforcement has since issued order to remedies for unregistered vehicles and property maintenance issues, however all certified mail has been returned. Code Officer Cerone stated that formal charges will have to be written and filed. He stated that there are no issues with the trucks on the property. Mr. Wielewinski expressed his frustration with not having his phone calls being returned or being updated on this issue. Deputy Mayor Sim stated that he would be happy to have a face to face meeting in the Mayor’s office regarding this. Deputy Mayor Sim stated that there will be a special presentation tonight. Deputy Mayor Sim stated that the Village would like to recognize and honor Planning Chairman Christopher K. Dennis for his 40 years on the Planning Commission. He stated that Mayor Leak expressed his congratulations and gratitude for a job well done. Deputy Mayor Sim stated that on the behalf of the Village residents and Village employees, we thank Chairman Dennis for his 38 years as Chairman and for his dedication and commitment to our community. Trustee Tobin presented Chairman Dennis with a proclamation and read it aloud. Trustee Tobin stated that the proclamation mentioned knowledge: Chairman Dennis is an architect and taught at Hudson Valley Community College for over 30 years. He is also a business management graduate from Notre Dame which is significant. Trustee Tobin added that the proclamation also spoke of Chairman Dennis’ commitment; The Village is ever changing, especially with the main thoroughfares of Central Avenue, Wolf Road and Sand Creek Road. Chairman Dennis has been involved with the ever changing development and planning of this community. Trustee Tobin stated that Chairman Dennis does not get paid for his efforts and truly commits to making the Village a better place to live. Planning and Zoning Attorney, Victor A. Caponera stated that he has been doing his job for over 40 years and have been in front of many boards and stated that all those board have been paid. Attorney Caponera stated that Chairman Dennis is amazing in his commitment, time and effort to making the Village a better place. He added that Chairman Dennis is an asset to the Village and his work ethic and experience go above and beyond. Deputy Mayor Sim and the board members presented Chairman Dennis with a gift of appreciation.
