The regularly scheduled meeting of the Village of Colonie Planning Commission was held at Village Hall, 2 Thunder Road Albany, NY 12205 on Tuesday, January 18, 2022. ROLL CALL: Chairman Chris Dennis Commissioners: John Martin (Absent) Peter Chudzinski Kenny Hart Dan Judge Jim Splonskowski Mark Keegan Village Attorney: Victor Caponera Village Engineer: R.J. Laberge Liaison: Patty Schwarz Lockart Code Enforcement: Steve Meservey (Absent) Chairman Dennis opened the meeting at 6:30 p.m. Commissioner Hart led the Pledge of Allegiance and requested all electronic devices to be turned off or muted. The Commission reviewed the regular meeting minutes from January 4, 2021. Commissioner Hart made a motion to approve the minutes, as amended. Commissioner Judge seconded the motion. VOTE: Unanimous to approve the January 4, 2021, meeting minutes as amended. 1 1631 Central Avenue – WERE NOT IN ATTENDANCE DUE TO COVID RELATED ISSUE Goldstein – Charging stations Change of Occupancy 29 Vly Road Lead Agency Draft Village Engineer Laberge read the SEQRA lead agency draft to the Planning Commission as well as those in the audience. Commissioner Hart made a motion to approve the resolution. Commissioner Chudzinski seconded the motion. Village Engineer Laberge stated that Albany County, DOT, DEC and the Town of Colonie have all been notified. No agency responded. Engineer Laberge stated that he along with Chairman Dennis met with the developer to talk about some of the issues that came up during the public hearing, including the two largest issues, access to the site and tree clearing issues. Engineer Laberge explained that an alternative method of access to the project by entering through the church property was discussed. Village Resident Judy Caniff asked if this would be a connection to the project or just the development. Engineer Laberge stated that the entry would be to Vly Road. 2 Chairman Dennis stated that the discussions have been had with the developer about grading and tree removal. The applicant’s engineer was present at the meeting, so Chairman Dennis directed these concerns directly with the engineer. Engineer Laberge stated that the applicant is also looking at alternatives for draining while maintaining existing vegetation. Chairman Dennis directed Planning Commission members to review comments, questions and correspondences from the developer and the items will be gone over at the next meeting. Village Attorney Caponera noted that the public hearing is still open and explained that once the public hearing is closed the commission has 62 days to make its determination. Village Resident Judy Caniff asked where the responses from all the resident’s questions would be so they can see the answers. Engineer Laberge stated that they would be on the website. Planning Coordinator Sim confirmed that when they are available, they will be on the Village webpage. Village Resident Judy Caniff asked if responses will be posted on the website before any decisions are made. Village Engineer Laberge stated that yes, the responses will be posted before any decisions are made. Commissioner Judge asked if these remaining issues that are brought up with the proposed project will need to have another Public Hearing or if they will be handled at the regularly scheduled Planning Commission meetings. Chairman Dennis stated all site plans will be reviewed and there will be no additional public hearings. Engineer Laberge stated that plans and comments have been sent to the Town of Colonie and no comment has been received. 3 GENERAL DISCUSSION Engineer Laberge stated he will be looking over solar panel project at 1653 Central Avenue as part of a discussion with Building Department Head Steve Messervey.
