The meeting of the Mayor and Board of Trustees was held on Tuesday, January 17th, 2023, at 2 Thunder Rd, Albany, NY 12205. Mayor Tobin opened the meeting at 10:00 a.m. with the pledge of allegiance. Roll Call: Mayor Tobin Present Deputy Mayor Sim Present Trustee Lockart Present Trustee Rubino Present Trustee White Present Clerk Blot Present Minutes of the public hearing regarding Resolution 2022-68, that was held on January 3, 2023, were reviewed by the present members of the board. A motion was made by Deputy Mayor Sim to approve the minutes. Motion seconded by Trustee White. Minutes of the public hearing regarding Resolution 2022-69, that was held on January 3, 2023, were reviewed by the present members of the board. Minutes of the regularly scheduled Board meeting that was held on January 3, 2023, were reviewed by the present members of the board. A motion was made by Trustee White to approve the minutes. Trustee Lockart made a motion to approve Resolution 2022-70 “Authorize the Clerk and/or Treasurer to accept and disburse Restore NY funds”. Motion seconded by Deputy Mayor Sim. A motion was made by Deputy Mayor Sim to approve Resolution 2022-71 “Acceptance of the agreement for the Village of Colonie Sand Creek Road complete streets concept study”. Motion seconded by Trustee White. Vote: Trustee Lockart Yes Trustee Rubino Yes Trustee White Yes Deputy Mayor Sim Yes Mayor Tobin Yes Motion passed. Deputy Mayor Sim added that this complete streets concept study is for the Sand Creek Road corridor. It will study traffic flow patterns on Sand Creek Road. This analysis will be done over the next twelve (12) months. This will get the Village “funding” ready so we may apply for grants in the future to help fix the traffic issues presenting themselves in that area. He mentioned the Mayor and Deputy Mayor have a “kick-off” meeting next week. Mayor Tobin added there is a lot of development at the end of Sand Creek Road that has happened over the past years, and that continues to happen, and that has increased the traffic in this area. A motion was made by Trustee Rubino to authorize the Clerk to advertise for a public hearing to be held on a date in February for a local law to change the water rate. The Clerk mentioned we received a nice card from resident Marilyn Peckham, that she enclosed with her sewer payment. Trustee Lockart thanked Superintendent Decker and his crew for the work they did at the hall with repairs and remodeling in the meeting room. They closed off doors to the utility kitchen in the senior center, fixed the railing and moved the flags. Trustee Rubino wished everyone a Happy New Year and said he is looking forward to another year as a Trustee for the Village. Trustee White also wished everyone a Happy New Year, as he was not able to do so at the last meeting. Chief Kayser said that the fire department responded to a call on Sunday, January 15th at Monroe Muffler, 1550 Central Avenue, in the Village, for thick black smoke. Expecting a highly involved structure fire, the fire department for there and found one of the employees of the business burning old gasoline to try to get rid of it. In his attempt to do so, he caught part of a fence, and a discarded infant seat on fire. Chief Kayser said the potential for further fire was huge. Chief Kayser said he contacted the Building Department and Department of Public Works, who met him at the site. There was a drain that was packed with debris (tire shavings, gas, oil, etc.) about 3-4” below the grate. Code Enforcement Officer Meservey and Water/Sewer Foreman Dan Light were made aware of this, when they were there. Chief Kayser also contacted someone from ENCON to come out to the site. The employee from Monroe Muffler said the drain is part of their waste oil system. ENCON wrote the manager of Monroe Muffler up for 3 misdemeanors and will further determine if that drain is in fact part of the water oil system or if it’s a drywell. Chief Kayser said it’s an old building, that’s not in the best of shape. He said that Town fire services also came out to the site. Deputy Mayor Sim asked how close the burning was to the nearest neighbor, to which, Chief Kayser said about thirty (30) feet. Chief Kayser also said there was lots of clutter on the property, to which he said Code Officer Meservey will probably follow up on. Code Officer Meservey was not present at the meeting to respond on the topic.
