The meeting of the Mayor and Board of Trustees was held on Monday, April 15, 2024 at 2 Thunder Road, Albany, NY 12205. Mayor Rubino opened the meeting at 6:30 p.m. with the Pledge of Allegiance. A motion was made by Trustee Prevratil to approve the minutes. This motion was seconded by Deputy Mayor Lockart. Minutes of the regularly scheduled meeting held on April 1, 2024 were reviewed by the present members of the board. A motion was made by Trustee Prevratil to approve the minutes. Minutes of the budget hearing that was held on April 8, 2024, were reviewed by the members of the board. A motion was made by Trustee Stevens to approve the minutes. Clerk Blot stated that this is a Mayoral appointment to fill a vacancy and does not need a board action. The vacancy will be filled by John Lemperle. Clerk Blot read aloud Resolution 2024-23 “Appointment of Sign Review Board Members”. Clerk Blot stated that this is a Mayoral appointment to fill vacancies and does not need board action. The vacancies will be filled by Krysta Dennis and Ann Paro. Clerk Blot read aloud Resolution 2024-24 “Appointment of Sign Review Member”, appointing Marisa White to a five (5) year term on the Sign Review Board. The Clerk requested authorization to advertise for a public hearing to be held on May 6, 2024 at 6:30 p.m. for Local Law #2 of 2024, for code revisions. A motion was made by Deputy Mayor Lockart to authorize the Clerk, as stated above. Motion seconded by Trustee Prevratil. Bid opening scheduled to be held on Friday, April 26, 2024 at 10:00 a.m. at the Village Hall. A motion was made by Trustee Prevratil to authorize the Clerk, as stated above. Deputy Mayor Lockart said she attended the firehouse calendar drive, and it was a great turnout. She also thanked the Department of Public Works for their help over the weekend, she called the Assistant Superintendent with an issue and he got right on it. She also congratulated all the new line officers for the fire department. Deputy Mayor Lockart thanked Treasurer Secor, Ed Sim and all the department heads for their work on a great budget. Trustee Prevratil also thanks Treasurer Secor and Mr. Sim for all their work on the budget. Trustee Prevratil mentioned that Little League opening day is this Saturday, April 20th , the parade starts at 9:00 a.m., suggested time to be there is 8:15 a.m. Trustee Stevens commended all on the budget, and said it was easy to follow. Mayor Rubino said the first week as Mayor was great. He commended the staff for all their help. He thanked Mr. Sim and Treasurer Secor for all their hard work on a great budget. He congratulated the fire department line officers and he also congratulated the four (4) new members of our boards/commissions on their appointments. Mayor Rubino mentioned that Mr. Lemperle and Trustee Prevratil have the PA system up and running and will be doing some training with the staff to incorporate the use of the T.V.’s for future meetings to display plans/drawings etc. Mayor Rubino also thanked the Superintendent and Assistant Superintendent for their attentiveness to several issues this past week. Mayor Rubino said he went on a ride along with Mr. Meservey and Mr. Rivera of the building department to look at some neighborhood issues today. He mentioned that Mr. Casey’s department is doing a great job and are geared up for the summer concert series which will begin in June. He added that Joan Rueckert will be at the concerts this year collecting canned goods for veterans in need and they will be donated to the VA hospital. Chief Kayser read aloud the March 2024 fire report. Resident Anthony Rodriques, of 5 Nicholas Drive was present to voice his concerns of the pending Taco Bel project that is on the Planning agenda on the corner of Central Avenue and Nicholas Drive. Mayor Rubino stated that that item is on the agenda for tomorrow nights planning meeting and that he should attend that meeting for a better understanding of what the proposal is. Clerk Blot added that the meeting will be held at this same location, at 6:30 p.m. Resident Frank Rodriques, of 5 Nicholas Drive said he has concerns of the condition of the property behind Dominos. He said there is a lot of littering in that area and he also mentioned that the dumpsters are being picked up at early hours and being slammed on the pavement. Mayor Rubino stated that was the neighborhood that he and the code enforcement officers visited today and the littering is being addressed. Code Officer Meservey asked what time the dumpsters were being picked up, to which Mr. Rodriques said around 7:00 a.m. Mr. Meservey said that is the time at which they can begin to pick-up, but perhaps he could ask them not to slam the containers down when doing so.
