The meeting of the Mayor and Board of Trustees was held on Monday, April 17, 2023, at 2 Thunder Rd, Albany, NY 12205. Mayor Tobin opened the meeting at 6:30 p.m. with the pledge of allegiance. Roll Call: Mayor Tobin Present Deputy Mayor Sim Present Trustee Lockart Present Trustee Rubino Present Trustee White Absent Clerk Blot Present Minutes from the annual meeting held on April 3, 2023 were reviewed by the present members of the board. A motion was made by Trustee Lockart to approve the minutes. Motion seconded by Trustee Rubino. Vote: Trustee Lockart Yes Trustee Rubino Yes Deputy Mayor Sim Yes Mayor Tobin Yes Motion passed. Minutes of the regularly scheduled Board meeting that was held on April 3, 2023, were reviewed by the present members of the board. A motion was made by Trustee Rubino to approve the minutes. Minutes of the budget meeting held on April 10, 2023 were reviewed by the present members of the board. A motion was made by Deputy Mayor Sim to approve the minutes. Superintendent Decker introduced 2 new employees to the Department of Public Works, that were hired since the new year, Mr. Tim Ryan and Mr. Chris Hawley. He said both a doing a great job. The board welcomed both employees to the team. Clerk Blot read aloud Resolution 2023-19 “Approval of Mayoral appointments of Colonie Fire Department Line Officers”. A motion was made by Trustee Rubino to approve Resolution 2023-19. Motion seconded by Deputy Mayor Sim. A motion was made by Deputy Mayor Sim to approve Resolution 2023-20. Motion seconded by Trustee Lockart. Clerk Blot read aloud Resolution 2023-22 “Authorize the Mayor to sign agreement with Gillette Shows for the 2023 carnival”. A motion was made by Trustee Rubino to approve Resolution 2023-22. The 2022 MS4 annual report was presented by code enforcement officer Rivera. He said a draft of the report was available on our website and he had copies present. He said the final report will be prepared and published by June 1st. Code enforcement officer Rivera explained that this process is mandated by the federal government and done annually. He added it is to review post inspections of projects and the outfalls in the Village. He mentioned there are no more big projects projected. He mentioned that the outfall inspections are done every five (5) years (20%). He said this is done with the in compliance with NYS Encon and the EPA. Deputy Mayor Sim added this is for storm drainage within the Village. Trustee Lockart congratulated the fire department line officers on their installation. She added she attended the dinner over the weekend, and it was a nice event. She also thanked Deputy Mayor Sim and Treasurer Secor on all their hard work on the 2023-2024 budget, she said it was a great budget. Trustee Rubino also said that the installation dinner was a nice event. He also added that there is a lot of time and dedication put forth by the volunteers and he was very proud of the efforts put forth by them to save people and keep them safe. Deputy Mayor Sim echoed the congratulations and recognized the commitment of the members. He also mentioned that Little League opening day is Saturday, April 22, 2023.
