The meeting of the Mayor and Board of Trustees was held on Monday, April 3, 2023, at 2 Thunder Rd, Albany, NY 12205. Mayor Tobin opened the meeting at 6:30 p.m. with the pledge of allegiance. Roll Call: Mayor Tobin Present Deputy Mayor Sim Present Trustee Lockart Present Trustee Rubino Present Trustee White Absent Clerk Blot Present Minutes from the public hearing held on March 20, 2023 regarding Resolution 2022-75 were reviewed by the present members of the board. A motion was made by Trustee Rubino to approve the minutes. Motion seconded by Deputy Mayor Sim. Vote: Trustee Lockart Yes Trustee Rubino Yes Deputy Mayor Sim Yes Mayor Tobin Yes Motion passed. Minutes from the public hearing held on March 20, 2023 regarding Resolution 2022-76 were reviewed by the present member of the board. A motion was made by Deputy Mayor Sim to approve the minutes. Minutes of the regularly scheduled Board meeting that was held on March 20, 2023, were reviewed by the present members of the board. A motion was made by Trustee Lockart to approve the minutes. Clerk Blot read aloud Resolution 2022-18 “Appointment of Planning Commission Member”. Mayor Tobin appointed Mr. Kerry Bytner of Linda Drive, as a full member of the planning commission. Mr. Bytner is filling the vacancy left by Mr. Mark Keegan, term to expire 4/1/2025. This is the Mayor’s appointment to fill a vacancy and does not require board approval. Mayor Tobin mentioned the Easter Parade was this past weekend, and it was a nice event. He also mentioned, former Mayor Charles Milton passed away on March 24th at the age of 92. Mr. Milton was currently living in Cobleskill. He was the Village of Colonie Mayor from 1971-1979. When he moved to Cobleskill, he was the Mayor there for a little while too. Deputy Mayor Sim mentioned he is excited that the Sand Creek Road Complete Streets Study is underway. He added that we received a grant through CDTC for the study. He said there will be several meetings over the course of the summer, with public involvement. He also mentioned that there is a link on our website to the Sand Creek Road Study website, and encouraged those present to go on and look at it and spread the word of its availability. He said the engineers doing the study, MJ Engineers, should have a full report to the Village by fall/winter of what can be done with the Sand Creek Road corridor to help with several traffic concerns. Superintendent Decker mentioned that his department started hydrant flushing on April 2nd. He said it takes about a week and a half to two weeks to do a complete turnaround. He also mentioned that they have begun brush pick-up. He said both items are weather pending, and got delayed a little bit due to the colder weather. He says spring clean-up is underway. He added that his department has been working on a blacktopping patch on Lincoln Avenue. Chief Kayser read aloud the March 2023 fire department report. He added they are at 124 calls for the year so far. He mentioned that they received an EMS call to the senior center last week, where a senior was choking. Clerk Blot mentioned that water bills are out and due by May 15th. She also mentioned the budget hearing is on April 10th at 6:00 p.m. at the Village Hall.
