The meeting of the Mayor and Board of Trustees was held on Monday, August 21, 2023, at 2 Thunder Road, Albany, NY 12205. Mayor Tobin opened the meeting at 6:34 p.m. with the Pledge of Allegiance. Roll Call: Mayor Tobin Present Deputy Mayor Sim Present Trustee Lockart Absent Trustee Rubino Present Trustee White Present Clerk Blot Present Minutes of the public hearing that was held on August 7, 2023, were reviewed by the present members of the board. A motion was made by Trustee White to approve the minutes. Motion seconded by Deputy Mayor Sim. Vote: Trustee Lockart Absent Trustee Rubino Yes Trustee White Yes Deputy Mayor Sim Yes Mayor Tobin Yes Motion passed. Minutes of the regularly scheduled Board meeting that was held on August 7, 2023, were reviewed by the present members of the board. A motion was made by Trustee White to approve the minutes. This motion was seconded by Trustee Rubino. Vote: Trustee Lockart Absent Trustee Rubino Yes Trustee White Yes Deputy Mayor Sim Yes Mayor Tobin Yes Motion passed. A motion was made by Deputy Mayor Sim to approve Resolution 2023-40 “Authorize to expend funds out of the Capital Reserve Sewer Repair and Replacement Fund for Pump Station Repairs”. This motion was seconded by Trustee White. Vote: Trustee Lockart Absent Trustee Rubino Yes Trustee White Yes Deputy Mayor Sim Yes Mayor Tobin Yes Motion passed. A letter was submitted by Brian Curran stating he would be resigning from the Planning Commission effective immediately. A motion was made by Trustee White to accept Mr. Curran’s resignation. Motion seconded by Deputy Mayor Sim. Mayor Tobin thanked Mr. Curran for his service on the Commission, and added that he has been very helpful to the Commission and understands he is very busy and has several obligations and added Mr. Curran would like to possibly come back at a later time. Mayor Tobin mentioned that there is a concert tomorrow in Cook Park at 6:30 p.m., “Jim Gaudet and the Railroad Boys”. Chief Kayser gave a brief summary of an incident that occurred on Friday, August 11, 2023 at a residential address on Lynn Drive. He also mentioned that the fire department was dispatched this afternoon for a small fire. Resident Carole Trifiletti mentioned that she loves the flags on Sand Creek Road, and asked if the Village would ever consider doing the Veteran flags that she has seen in some other communities, to which Mayor Tobin said we are already looking into that, and asked Trustee Rubino to discuss that matter. Trustee Rubino said he has been in contact with a sign company for the designs, and we are looking to put banners in Cook Park. Trustee Rubino added it is easier to put them in the park than on the road, since we own the park. He added that this would be for Village residents to submit applications for current and past veterans. He said the banners would be similar to the ones in Watervliet, but about half the size. Trustee Rubino said that there will be an application to fill out, and we’ll need proof of service. We will also need a photo of the service member, preferably in uniform. Deputy Mayor Sim added that DOT won’t let us put the banners along Central Avenue, so the park was the best choice. Trustee Rubino added that it’s going to be a nice program to show our service men and women our thanks for the service they have given to our Country. Resident Janice Potter mentioned that she would like to help any resident who may not be able to cover the fee associated with getting a banner for their loved one. Resident Judy Jacobson was present looking for an update on the status of 6 Marini Court, she noticed that after the vegetation was cut back, there is an open section next to the air conditioning unit. Code Officer Meservey said he will get back in contact with the daughter of the owner tomorrow. Deputy Mayor Sim thinks the area next to the air conditioner was probably open this whole time, we just didn’t notice it because of the overgrowth. He said someone from DPW will board that up. Mayor Tobin said last Monday, he, Deputy Mayor Sim and the DPW crew went over and cleaned the outside of the property. Deputy Mayor Sim said he personally called the daughter and told her something needs to be done. She said that she is in probate court trying to get papers situated. Deputy Mayor Sim said the main concern is what is inside the house and the effect it has on the rest of the neighborhood. Mrs. Jacobson asked is the daughter is allowed to go into the property and clean it, or hire someone to do so, to which Code Officer said yes, she can do that but she can not reside there, and if she wants to go in to clean it up she has to let him know first. He added that before anyone is to reside there again, he will need to go in and do a structural inspection. Mayor Tobin and Deputy Mayor Sim suggested that they can contact the Village attorney Charles Dumas to see if he can facilitate something on our end to move this process along. Judy Jacobson asked about access to the house if there was a fire, is it posted to not enter that house due to the condition, to which Chief Kayser said that the fire department is aware of the condition of the inside of the house and Code Officer Meservey has it posted on the door. Chief Kayser added that if there ever was a fire that their main priority would be to protect the surrounding houses from radiant heat.
