The meeting of the Mayor and Board of Trustees was held on Tuesday, February 20, 2024, at 2 Thunder Road, Albany, NY 12205. Mayor Tobin opened the meeting at 10:00 a.m. with the Pledge of Allegiance. Roll Call: Mayor Tobin Present Deputy Mayor Sim Present Trustee Lockart Present Trustee Rubino Present Trustee Prevratil Absent Clerk Blot Present Minutes of the public hearing that was held on February 5, 2024, regarding Resolution 2023-75 were reviewed by the members of the board. A motion was made by Deputy Mayor Sim to approve the minutes. This motion was seconded by Trustee Lockart. Vote: Trustee Lockart Yes Trustee Rubino Yes Deputy Mayor Sim Yes Mayor Tobin Yes Motion passed. Minutes of the public hearing that was held on February 5, 2024, regarding Resolution 2023-76 were reviewed by the members of the board. A motion was made by Trustee Rubino to approve the minutes. Minutes of the regularly scheduled Board meeting that was held on February 5, 2024, were reviewed by the members of the board. A motion was made by Deputy Mayor Sim to approve the minutes. This motion was seconded by Trustee Lockart. Vote: Trustee Lockart Yes Trustee Rubino Yes Deputy Mayor Sim Yes Mayor Tobin Yes Motion passed. Clerk requested authorization to advertise for a public hearing for Local Law #1 of 2024 for revisions to the Village of Colonie code. Public hearing to be held on Monday, March 4, 2024 at 6:30 p.m. Motion to authorize the Clerk to advertise as stated above made by Trustee Rubino. Motion seconded by Deputy Mayor Sim. Vote: Trustee Lockart Yes Trustee Rubino Yes Deputy Mayor Sim Yes Mayor Tobin Yes Motion passed. Deputy Mayor Sim mentioned that he will put together a packet of information on the code revisions for the board. He added that the code revision committee has been meeting to review sections of the code for these revisions. Chief Kayser read aloud the final fire stats for the end of 2023. Deputy Mayor Sim asked how many of the structure fire calls that were attended, which were in the jurisdiction of the Village, to which Chief Kayer didn’t have that breakdown. Chief Kayser mentioned that the fire department attends several echo response calls, and have reversed several cardiac arrests this past year. Chief added that the fire department doesn’t have an EMS # to administer NARCAN and operate under the Town EMS. Deputy Mayor Sim asked if there was any resolution to the drowning discussion with dispatch since the Lynn Drive incident, to which Chief Kayser said that fire will be dispatched to all "water” calls moving forward. Deputy Mayor Sim said he spoke with past fire Chief Bryant Stevens and Chief Kayser has been in contact with his family about his wishes. All are keeping him in their thoughts and prayers.
