The meeting of the Mayor and Board of Trustees was held on Monday, July 15, 2024 at 2 Thunder Road, Albany, NY 12205. Deputy Mayor Lockart opened the meeting at 6:30 p.m. with the Pledge of Allegiance. Roll Call: Mayor Rubino Present Deputy Mayor Lockart Present Trustee Prevratil Present Trustee DePaulo Absent Trustee Stevens Present Clerk Blot Present Minutes of the public hearing that was held on July 1, 2024, regarding Local Law #3 of 2024 were reviewed by the present members of the board. A motion was made by Trustee Prevratil to approve the minutes, as presented. Motion seconded by Deputy Mayor Lockart. Vote: Trustee Prevratil Yes Trustee Stevens Yes Deputy Mayor Lockart Yes Mayor Rubino Yes Motion passed. Minutes of the regularly scheduled meeting held on July 1, 2024, were reviewed by the present members of the board. A motion was made by Trustee Prevratil to approve the minutes, as presented. Clerk Blot read aloud Resolution 2024-49 “Award Ladder Truck Bid”. Mayor Rubino explained we had a bid opening on June 26, 2024 for a ladder truck, and Rosenbauer was the low bidder and they met all the specification requirements. A motion was made by Deputy Mayor Lockart to approve Resolution 2024-49. Motion seconded by Trustee Prevratil. Clerk Blot requested authorization to advertise for a public hearing to expend funds out of the capital reserve fire equipment fund for the expense of a ladder truck, to be held on Monday, July 22, 2024 at 6:00 p.m. Mayor Rubino explained that this public hearing is to expend funds for the ladder truck purchase, we have money saved in the capital reserve for this expense. The public hearing is being scheduled on July 22nd so we can hold a special meeting the same evening to sign the contract with Rosenbauer to lock in the price, as it will increase after July 31, and our next regularly scheduled board meeting isn’t until August 5th. A motion was made by Trustee Prevrtail to authorize the clerk to advertise, as stated above. Motion seconded by Deputy Mayor Lockart. Clerk Blot requested authorization to advertise for a special meeting to be held on Monday, July 22, 2024 at 6:00 p.m. to authorize the Mayor to sign a contract with Rosenbauer for the purchase of a ladder truck. A motion was made by Trustee Stevens to authorize the clerk to advertise, as stated above. Motion seconded by Deputy Mayor Lockart. Vote: Trustee Prevratil Yes Trustee Stevens Yes Deputy Mayor Lockart Yes Mayor Rubino Yes Motion passed. Clerk Blot read aloud Resolution 2024-50 “Refund of zoning board of appeals fee”. Mayor Rubino explained that the applicant applied to appear before the zoning board of appeals, but now has withdrawn their application and is requesting a refund in the original amount of $150, but needs board approval for the refund to be issued. A motion was made by Trustee Prevratil to approve Resolution 2024-50. Motion seconded by Deputy Mayor Lockart. Vote: Trustee Prevratil Yes Trustee Stevens Yes Deputy Mayor Lockart Yes Mayor Rubino Yes Motion passed. Clerk Blot requested authorization to advertise for bids for paper goods and uniforms. She stated the current contracts are set to expire in August. She is going to be looking into both bids, one may be under state contract and would not require the bid process, therefore advertising would not need to take place, but she will inform the board of that if so. She will also let the board know of the bid date and time once and if established. A motion was made by Mayor Rubino to authorize the clerk to advertise for the bids, as stated above. Clerk Blot requested authorization for Mayor Rubino to sign the engagement letter with Teal, Becker and Chairmonte for the 2023-2024 audit. She added that the auditors will be in tomorrow to begin the annual audit of the 2023-2024 year. A motion was made by Deputy Mayor Lockart to authorize the Mayor to sign the engagement letter. Motion seconded by Trustee Prevratil. Vote: Trustee Prevratil Yes Trustee Stevens Yes Deputy Mayor Lockart Yes Mayor Rubino Yes Motion passed. Chief Kayser thanked the board on behalf of the fire department for the motions made tonight for the ladder truck. Mayor Rubino thanked the fire department for all they do, adding that it was a busy weekend for them, he heard all the calls going off, to which Chief Kayser said they had 31 calls since the last board meeting. Chief Kayser said there was a dumpster fire at Saddlewood School on the 4th of July, 2 cardiac arrests, and a kitchen fire that could have turned out very bad if the gentleman involved didn’t have his cell phone readily available. Resident Bill Gariepy of Sand Creek Road was present to mention some concerns with traffic, the sidewalk in front of his property and an abandoned vehicle. Mayor Rubino stated that we have been enforcing the property maintenance code all over the Village, and that he will pass that information along to the code officer. Assistant Superintendent Ciota said that the sidewalk will be dealt with in the coming weeks, with the heat they are working in various areas as quickly as possible. The crews are currently working on Central Avenue, then are scheduled to be on Lincoln Avenue, and then will be on Sand Creek Road. Mr. Gariepy submitted some pictures into records of the concerns he was discussing. Mr. Gariepy asked about the status of the Sand Creek Road study to which Trustee Prevratil said the study is complete and approved. Deputy Mayor Lockart said she spoke to our project manager Ed Sim and he said we are now just waiting on funding. Trustee Prevratil added that we have a few submittals made for grants. Mr. Gariepy also mentioned his concern with tractor trailer using the road, as there is a weight limit, and signage at both ends. Mr. Gariepy said he’s been in contact with the police regarding this issue as well. Trustee Prevratil thanked Chief Kayser and his department again for all they do, and for their quick response to the kitchen fire recently, that could have been a very bad situation. Trustee Stevens mentioned he saw a large group of people in Cook Park over the weekend playing cricket, he wasn’t sure how the park looked after they attended. Mayor Rubino said he will look into that with the park department. Mayor Rubino commended the fire department for all their efforts. He added that he gets copied on the calls, and the phone never stopped this weekend. He stated we are lucky to have Chief Kayser and President Cuoccio as leaders. Mayor Rubino also thanked Mr. Gariepy for attending the meeting and voicing his concerns. Budget transfer request #3 of 2023-2024 was submitted by Treasurer Secor. This was the end of the fiscal year transfer request for the 2023-2024 budget year. All board members signed off on said transfer.
