The meeting of the Mayor and Board of Trustees was held on Monday, July 3rd, 2023, at 2 Thunder Road, Albany, NY 12205. Mayor Tobin opened the meeting at 6:30 p.m. with the Pledge of Allegiance. Roll Call: Mayor Tobin Present Deputy Mayor Sim Present Trustee Lockart Present Trustee Rubino Present Trustee White Present Deputy Clerk Curran Present Minutes of the regularly scheduled Board meeting that was held on June 20, 2023, were reviewed by the present members of the board. A motion was made by Trustee Lockart to approve the minutes. This motion was seconded by Trustee White. Vote: Trustee Lockart Yes Trustee Rubino Yes Trustee White Yes Deputy Mayor Sim Yes Mayor Tobin Yes Motion passed. Deputy Clerk Curran read aloud Local Law #2 of 2023 “Changes to Chapter 79, Building Code Administration of the Village of Colonie Code”. A motion was made by Trustee Rubino to approve Local Law #2 of 2023. Motion seconded by Deputy Mayor Sim. Deputy Clerk Curran read aloud Resolution 2023-34 “Adopt the Village of Colonie Fee Schedule”. A motion was made by Trustee White to approve Resolution 2023-34. Motion seconded by Deputy Mayor Sim. Deputy Clerk Curran read aloud Resolution 2023-35 “Shaker Creek pump station improvements project resolution to authorize Mayor to submit an application to the NYS environmental facilities corporation (NYSFEC) water infrastructure improvement act (NYWIIA) grant program”. A motion was made by Trustee Rubino to approve Resolution 2023-35. Motion seconded by Trustee White. Deputy Clerk Curran read aloud Resolution 2023-36 “Approving capital project budget and plan of finance for Shaker Creek Pump Station Improvements”. A motion was made by Deputy Mayor Sim to approve Resolution 2023-36. Motion seconded by Trustee Lockart. A motion was made by Trustee White to approve Treasurer Secor’s request for a budget transfer (4). This motion was seconded by Deputy Mayor Sim. Vote: Trustee Lockart Yes Trustee Rubino Yes Trustee White Yes Deputy Mayor Sim Yes Mayor Tobin Yes Motion passed. Mayor Tobin and the Board of Trustees wished everyone a happy and safe 4th of July. Deputy Mayor Sim stated that there are some upcoming meetings for the CDTC Complete Streets Study that is taking place regarding Sand Creek Road. There will be a meeting with the Sunset Boulevard Neighborhood Association on July 11th, and a meeting with the traffic committee/bike coalition on July 13th. There will be a meeting with some local business owners in the area during the week of July 17th, and the final open public input meeting will be held the week of July 25th. Once the date is finalized, more information will be available. Deputy Mayor Sim further explained that the purpose of these meetings are to give the opportunity for the public to provide input, and the CDTC will create a plan with recommendations to improve Sand Creek Road. Code Enforcement Officer Meservey thanked the Mayor and Board for their support towards the building and codes department. He stated that the changes to the code will help to alleviate some of the stress they face. Mayor Tobin replied that he appreciates them, and Deputy Mayor Sim added that he understands their frustration, and hopes these changes will help. Trustee Lockart added that most residents do keep up their properties, and Code Enforcement Officer Meservey agreed, stating that he is constantly dealing with the same handful of properties. Deputy Mayor Sim provided a quick update on the Hoffman’s rezoning project. He explained that while they were supposed to return to the Planning Commission, they withdrew their application. He stated that the Village would be notifying them that if they don’t move forward with their application, their rezone would be withdrawn. Superintendent Decker shared that the new recycling truck has finally arrived after being on order for over 3 years. It is being measured this week for the lettering, and then it will be lettered and put to work. He explained that it is an older style 2-man truck, which allows the driver of the truck to be the second individual picking up the recycling.
