BLOT www.colonievillage.org VILLAGE CLERK MINUTES MEETING OF THE MAYOR AND BOARD OF TRUSTEES MONDAY, JUNE 17, 2024 6:30 P.M. The meeting of the Mayor and Board of Trustees was held on Monday, June 17, 2024 at 2 Thunder Road, Albany, NY 12205. Mayor Rubino opened the meeting at 6:30 p.m. with the Pledge of Allegiance. Roll Call: Mayor Rubino Present Deputy Mayor Lockart Present Trustee Prevratil Present Trustee DePaulo Absent Trustee Stevens Present Clerk Blot Present Minutes of the regularly scheduled meeting held on May 20, 2024, were reviewed by the present members of the board. A motion was made by Trustee Prevratil to approve the minutes, as presented. This motion was seconded by Deputy Mayor Lockart. Vote: Trustee Prevratil Yes Trustee Stevens Yes Deputy Mayor Lockart Yes Mayor Rubino Yes Motion passed. Clerk Blot requested authorization to advertise for a public hearing for Local Law #3 of 2024 “Amendments to the Village of Colonie code” to be held on July 1st at 6:30 p.m. Mayor Rubino explained that this proposed local law is to amend section 68 “animals” of the Village of Colonie code, to remove an “or” statement thus, requiring dogs to be kept on a leash at all times. He added we’ve had some issues with dogs running at large, especially in Cook Park, and this would eliminate that issue. A motion was made by Trustee Prevratil to authorize the Clerk to advertise as stated above. Motion seconded by Deputy Mayor Lockart. Vote: Trustee Prevratil Yes Trustee Stevens Yes Deputy Mayor Lockart Yes Mayor Rubino Yes Motion passed. Clerk Blot read aloud Resolution 2024-47 “Authorize the Mayor to enter into an agreement with Terminex”. Mayor Rubino explained that we already have Terminex as our pest control vendor, and this agreement would be to add the amphitheater in Cook Park as a covered site for services. He added we’ve been having a mice issue down there and need that taken care of and then maintained. A motion was made by Deputy Mayor Lockart to approve Resolution 2024-47. Motion seconded by Trustee Stevens. Vote: Trustee Prevratil Yes Trustee Stevens Yes Deputy Mayor Lockart Yes Mayor Rubino Yes Motion passed. Trustee Prevratil said that he received some photos of the dog park in Cook Park from resident Wayne Smith. Mr. Smith said the gate isn’t closing properly and the dogs are able to push it open easily. He also said that inside the gates needs some attention, there is some leaves and debris that have built up inside, on the area facing the Northway. Assistant Superintendent Ciota said he would take care of those issues. Clerk Blot took the pictures and added them into the folder for record. Mr. Smith thanked the DPW for fixing the sewer grate and dirt around it on his street on Tanglewood Road. Trustee Prevratil thanked the park crew, he said that he went into the park today, and being a Monday after a busy weekend, the park looked spotless. Trustee Stevens commended the DPW for adding the silt fence behind the senior center near the dirt pile, and said it looks great. Mayor Rubino thanked all for attending the meeting. Mayor Rubino mentioned that the pickleball and playground dedication is taking place tomorrow at the Sharon Drive entrance of Cook Park at 1:00 p.m., adding all are welcome, he thanked DPW for all they did in preparation for the event. Mayor Rubino mentioned that he and Clerk Blot attended the Living Resources award ceremony last Thursday and it was a great event. He said all the kids were so happy to get an award, and he was honored to present 2 of the Frank A. Leak awards. Trustee Prevratil thanked Mayor Rubino for attending, to which Mayor Rubino commended Trustee Prevratil for all he does at Living Resources. Chief Kayser informed the board that there was a signal 40 today, which was a Town wide disaster, due to a plane crash. He added the fire department was on standby. He said a small plane crashed into the woods off of Maxwell Road. He also mentioned that the new pumper is in the construction process and will be here later this summer. Mayor Rubino received an anonymous card today from someone on Lincoln Avenue who had some concerns about traffic. He added he wished they would have signed it because he would have liked to reach out to them to discuss some of their concerns. He added that our traffic committee has done a great job with that street over the years, and of recent put up the radar signs for the speeding concerns. He also mentioned the “drive-25” signs that we put up periodically. He said the note also mentioned the removing of trees, to which Mayor Rubino said we’ve had a number of storms over the years, and they’ve taken a toll on some of the older trees in the area and they have needed to be removed before they fall down on their own.
