The meeting of the Mayor and Board of Trustees was held on Tuesday, March 6, 2023, at 2 Thunder Rd, Albany, NY 12205. Mayor Tobin opened the meeting at 6:30 p.m. with the pledge of allegiance. Roll Call: Mayor Tobin Present Deputy Mayor Sim Present Trustee Lockart Present Trustee Rubino Present Trustee White Present Clerk Blot Present Minutes of the regularly scheduled Board meeting that was held on February 21st, 2023, were reviewed by the present members of the board. A motion was made by Trustee Rubino to approve the minutes. Motion seconded by Trustee Lockart. Vote: Trustee Lockart Yes Trustee Rubino Yes Trustee White Yes Deputy Mayor Sim Yes Mayor Tobin Yes Motion passed. A motion was made by Trustee White to approve Resolution 2022-72 “Approval to advertise for public bidding senior citizen center HVAC improvements”. Bid due by March 24, 2023 at 11:00 a.m. Motion seconded by Trustee Rubino. Vote: Trustee Lockart Yes Trustee Rubino Yes Trustee White Yes Deputy Mayor Sim Yes Mayor Tobin Yes Motion passed. A motion was made by Trustee Lockart to approve the peddler’s permit request for “Mr. Ding-a-Ling” for the 2023 season. Motion seconded by Trustee White. Deputy Mayor Sim added that the stipulation regarding no vending in Cook Park should be included on the permit, as in past years. A motion was made by Deputy Mayor Sim to approve budget transfer request #2 of 2022-2023 budget. Motion seconded by Trustee White. A motion was made by Trustee White to authorize the Clerk to advertise for a public hearing to expend funds out of the capital reserve fire department equipment fund, not to exceed $53,000 for the purchase of a new chief car. Public hearing to be held on March 20, 2023 at 6:30 p.m. Motion seconded by Trustee White. A motion was made by Deputy Mayor Sim to authorize the Clerk to advertise for a public hearing to expend funds out of the capital reserve village hall fund, not to exceed $15,000 for grant writing for the CARES grant. Public hearing to be held on March 20, 2023 at 6:30 p.m. Motion seconded by Trustee Lockart. Clerk Blot mentioned that the Hoffman Development, 1755 Central Avenue re-zoning request, will be on the agenda for the March 20, 2023 meeting, and letters including a map will be going out to the surrounding neighbors tomorrow. Deputy Mayor Sim congratulated the DPW on the most recent snow storm, and said they did a great job. Trustee White said he attended the senior center’s Valentine’s luncheon and it was a great event and they did a nice job. Chief Kayser read aloud the February 2023 fire department report. He also added that the department responded to a car fire last week and were able to get off the floor in a minute and get water on the fire. He said the rapid response is owed to having paid people at the fire department and added it made a huge difference from the fire perhaps spreading to a surrounding business.
