The meeting of the Mayor and Board of Trustees was held on Monday, May 15, 2023, at 2 Thunder Rd, Albany, NY 12205. Mayor Tobin opened the meeting at 6:30 p.m. with the pledge of allegiance. Roll Call: Mayor Tobin Present Deputy Mayor Sim Present Trustee Lockart Present Trustee Rubino Present Trustee White Present Clerk Blot Present Minutes of the regularly scheduled Board meeting that was held on May 15, 2023, were reviewed by the present members of the board. A motion was made by Trustee Lockart to approve the minutes, as amended. Motion seconded by Trustee White. Vote: Trustee Lockart Yes Trustee Rubino Yes Trustee White Yes Deputy Mayor Sim Yes Mayor Tobin Yes Motion passed. Clerk Blot read aloud Resolution 2023-27 “Water adjustment #1 – April 2023 water bills – 1770 B Central Avenue”. A motion was made by Trustee White to approve Resolution 2023-27. Motion seconded by Trustee Rubino. Vote: Trustee Lockart Yes Trustee Rubino Yes Trustee White Yes Deputy Mayor Sim Yes Mayor Tobin Yes Motion passed. Clerk Blot read aloud Resolution 2023-28 “Change order request #1 – HVAC replacement”. Deputy Mayor Sim added that this change order was a result of the date changes, due to the extension request. A motion was made by Deputy Mayor Sim to approve Resolution 2023-28. Motion seconded by Trustee White. Clerk Blot read aloud Resolution 2023-29 “Proposed pump station improvements resolution to declare intent for lead agency and classify project as an unlisted action”. A motion was made by Trustee Rubino to approve Resolution 2023-29. Motion seconded by Trustee White. Deputy Mayor Sim mentioned he has a pre-construction meeting with Mark Schwarz and RJ Laberge to discuss the HVAC project for the Village Hall/Senior Center. They are planning to start the project in mid-June. They will begin on the Village Hall and work their way back to the Senior Center. Superintendent Decker mentioned that milling will begin tomorrow on Bridle Path and Tattersall Lane to prepare for paving, and on Wednesday Vics Court and Tull Drive will be milled, all weather pending. Deputy Mayor Sim said they got final approval from DOT to pave the west lane of Jupiter Lane, about 100-150 ft in from Central Avenue. He also added that he met with some residents about concerns about the crosswalk on Birch Avenue. Mayor Tobin mentioned that the Gillette Carnival begins on the 18th, and they are already in the park setting up. Superintendent Decker mentioned that the park was in need of clean up due to a party that took place in the softball field. The party was not a booked event, since it was in the field and the people who used the field left quite a mess, he added it took his staff about 1-2 hours to clean it up. Chief Kayser said the fire department had a busy weekend, with 15 calls, 5 taking place on Friday, 7 Saturday and 3 on Sunday. He said there was a smoke issue at Subway, 1770 Central Avenue due to a power surge, and a serious motorcycle accident on Friday. He also mentioned some concern regarding Terry Court, which he stated he already made code enforcement aware of. Deputy Mayor Sim asked if the situation on Lincoln Avenue had been addressed with Living Resources, to which the Chief said all seemed good so far. The Chief said today a building drove into Old Saratoga Coin, driving from Mordella Road, and caused quite a bit of damage. Deputy Mayor Sim mentioned that we still have not heard back on the asbestos study that was conducted on 5 Broderick Street. He added that the property is once again falling behind in property maintenance (high grass, etc.). Deputy Mayor Sim said it might be time for us to intervene as we’ve been more than patient with the owner of the property. Chief Kayser also mentioned a stabbing incident at Cumberland Farms, and the victim made their way over the fire house entryway near Central Avenue. He also noted that Motel 6 is having a severe bed bug infestation.
