The meeting of the Mayor and Board of Trustees was held on Monday, May 6, 2024 at 2 Thunder Road, Albany, NY 12205. Mayor Rubino opened the meeting at 6:33 p.m. with the Pledge of Allegiance. A motion was made by Trustee Prevratil to approve the minutes, as presented. This motion was seconded by Deputy Mayor Lockart. Mayor Rubino presented Carole Trifiletti with a proclamation and a key to the Village for her longstanding membership on the Sign Review Board. Ms. Trifiletti resigned from her position on the board after serving for 22 years. All congratulated Ms. Trifiletti and thanked her for her service to the Village of Colonie. Clerk Blot read aloud Local Law #2 of 2024 “Amendments to the Village of Colonie code book”. A motion was made by Trustee Stevens to approve Local Law #2 of 2024. Mayor Rubino explained that there was a Veteran’s walk in Cook Park at the Sharon Drive pavilion, and we would like to refund the fee for the rental of the pavilion in the amount of $50. Mayor Rubino explained that the office staff has been doing a lot of organizing and cleaning up of the records kept and retention, and this resolution will help with that process. Mayor Rubino explained that sealed bids were accepted and the bid will be awarded to Luizzi Paving for the following streets: Huckleberry Lane, Honey Court, Bauer Drive, Harriet Street and Jupiter Lane. Clerk Blot read aloud Resolution 2024-34 ”Authorize the Mayor to execute a facility use agreement with Colonie Pickleball Club Inc”. Mayor Rubino explained he met with Mike Hickey to go over the terms and conditions of the use of the pickleball courts in Cook Park at the Sharon Drive pavilion. He will be in contact with our liaison, Assistant Superintendent Chris Ciota. Mayor Rubino added that if there are any issues or concerns with the use we can revisit the agreement at any time and make changes as needed. A motion was made by Trustee Prevratil to approve Resolution 2024-34. Motion seconded by Trustee DePaulo. Clerk Blot read aloud Resolution 2024-35 ”Authorize the Mayor to enter into an agreement with National Grid (lighting)”. Mayor Rubino explained there is a program with National Grid to replace all the high- pressure sodium lights in the village with LED lights. There are 779 lights that will be replaced. There is an upfront cost but the Village will get reimbursed our cost and then some, and we will also see an overall savings each year from changing the lights. Mayor Rubino thanked Superintendent Bisognano and Assistant Superintendent Ciota for working on this agreement with National Grid. The Clerk requested authorization to advertise for RFP’s for commercial doors and operator replacements for the DPW garage, RFP’s are due by Friday, May 17, 2024 at 10:00 a.m., Village Hall, 2 Thunder Road, Albany, NY 12205. Mayor Rubino explained that the DPW garages are over 20 years old and in need of replacing. He added that there are newer and safer options available. Clerk Blot read aloud Resolution 2024-38 “Authorize the Mayor to execute first amendment of lease agreement”. Mayor Rubino explained that we have a lease with the Town of Colonie for the use of a portion of our fire house for their EMS operation and the term of the current agreement ends at the end of this month. This amendment would be to extend the current agreement for one year, until May 31, 2025. A motion was made by Trustee Prevratil to approve Resolution 2024-38. Motion seconded by Trustee DePaulo. The Clerk requested authorization to advertise for bids for a ladder firetruck. Bids would be due by Wednesday, June 26, 2024 10:00 a.m., Village Hall, 2 Thunder Road, Albany, NY 12205. Mayor Rubino stated that the fire department established a committee last year when they were looking to replace one of their rescue trucks and after much thought and consideration, the committee decided that the best option for the department would be for a ladder truck. The Village does not currently have a ladder truck and relies on mutual aid for this. He also added that this would start the bid process for purchasing the ladder truck. He mentioned we have money saved and would continue to do so, as we don’t expect to take ownership of the truck until 2028, with the build process. A motion was made by Trustee DePaulo to authorize the Clerk, as stated above. Motion seconded by Deputy Mayor Lockart. Chief Kayser made a presentation to those present regarding the desire to make a memorial for former Village resident Shiela Allen who tragically lost her life in 1970. A motion was made by Mayor Rubino requesting that Chief Kayser form a committee and proceed with the memorial. Motion seconded by Trustee Prevratil. Ed Sim, Jamie Blot and Chris Ciota all volunteered to be on the memorial committee. Mayor Rubino asked that the Chief keep the Board informed of the status and let them know if they can help in anyway. Chief Kayser read aloud the fire report for April 2024. Chief Kayser also thanked the board for pursuing the purchase of the ladder truck. Mayor Rubino thanked former Mayor Tobin and Deputy Mayor Sim for putting a plan in place to save money for this truck purchase. Trustee Prevratil thanked the Chief for presenting the information on Ms. Allen. He said it was a very emotional presentation and he is glad we are doing something to honor her.
