BLOT www.colonievillage.org VILLAGE CLERK MINUTES MEETING OF THE MAYOR AND BOARD OF TRUSTEES TUESDAY, SEPTEMBER 5, 2023 10:00 A.M. The meeting of the Mayor and Board of Trustees was held on Tuesday, September 5, 2023 at 2 Thunder Road, Albany, NY 12205. Mayor Tobin opened the meeting at 10:00 a.m. with the Pledge of Allegiance. Roll Call: Mayor Tobin Present Deputy Mayor Sim Present Trustee Lockart Absent Trustee Rubino Present Trustee White Absent Clerk Blot Present Minutes of the public hearing that was held on August 21, 2023, were reviewed by the present members of the board. A motion was made by Trustee Rubino to approve the minutes. Motion seconded by Deputy Mayor Sim. Vote: Trustee Lockart Absent Trustee Rubino Yes Trustee White Absent Deputy Mayor Sim Yes Mayor Tobin Yes Motion passed. Minutes of the regularly scheduled Board meeting that was held on August 21, 2023, were reviewed by the present members of the board. A motion was made by Deputy Mayor Sim to approve the minutes. This motion was seconded by Trustee Rubino. Vote: Trustee Lockart Absent Trustee Rubino Yes Trustee White Absent Deputy Mayor Sim Yes Mayor Tobin Yes Motion passed. Resolution 2023-41 “Appointment of Planning Commission Member” was read aloud by the Clerk. Mayor Tobin appointed Mark Stevens to the Planning Commission as a full voting member. Mr. Stevens is filling the vacancy left by the resignation of Brian Curran. His appointment will take effect immediately and his term will be set to expire on 4/1/2025. Mayor Tobin asked Clerk Blot to introduce Mr. Stevens to the Planning Coordinator Joan Rueckert, after the meeting. A motion was made by Deputy Mayor Sim to approve Resolution 2023-42 “Change order request #1 – Bathroom renovation”. This motion was seconded by Trustee Rubino. Vote: Trustee Lockart Absent Trustee Rubino Yes Trustee White Absent Deputy Mayor Sim Yes Mayor Tobin Yes Motion passed. All congratulated Mr. Stevens on his appointment and welcomed him to the Planning Commission. Deputy Mayor Sim asked Code Officer Meservey if the tenant at 18 Lynn Drive was out of the premise, to which Code Officer Meservey said he spoke to him and said he was giving him the weekend to vacate, and he said he would probably have to have him evicted now through the court. Deputy Mayor Sim asked Code Officer Meservey to inform our Attorney of the situation. Deputy Mayor Sim said there has been no movement with the dumpster at 6 Marini Court. Deputy Mayor Sim mentioned that the heavy item program is done for the season. Superintendent Decker mentioned there was a water break last Friday at the intersection of Gail Avenue and Rapple Drive. The break blew the ground apart creating a 10 ft hole in the ground and the intersection was full of water. Foreman Light got there quickly and blocked off the road. Superintendent Decker noted that it’s important for us to contact dig-safe to mark the utilities so that we don’t hit anything when we start digging. We lost about 50 ft of drainage pipe. Superintendent Decker said it was a massive break, and he hasn’t seen one like it in a while. He said the DPW crew worked hard to fix it and were working on it until 4:30 a.m. the next day. Deputy Mayor Sim added that there is something unusual going on with all the breaks lately, especially this time of year. The Town of Colonie has had several breaks. Deputy Mayor Sim asked Superintendent Decker to get together figures for the break as well as for any clean up work that resulted in the break today, and give those numbers to the Treasurer so she can do a transfer from the Capital Reserve Water Repair and Replacement Fund. Trustee Rubino asked if we had supplies for the break, to which Superintendent Decker said we did have the supplied and added that we have an emergency 24/7 contact should we need anything additional during a break.
