Mayor Leak opened the meeting of the Mayor and Board of Trustees at 6:30 p.m. with the Pledge of Allegiance, he also noted the exits. Roll Call: Mayor Leak Present Trustee Lockart Present Trustee Murphy Present Trustee Sim Present Trustee Tobin Present Attorney De Cotis Present Minutes of the regularly scheduled board meeting that was held on September 3, 2019 were reviewed by the present members of the board. A motion was made by Trustee Tobin to approve the minutes, as presented. Motion seconded by Trustee Murphy. VOTE: Trustee Lockart Yes Trustee Murphy Yes Trustee Sim Yes Trustee Tobin Yes Mayor Leak Yes Motion passed. Minutes approved. Resolution 2019-30 entitled, “Refund request for June 2019 Village Tax penalty” for 6 Stella Terrace, in the amount of $51.07, was presented to the present members of the board. Trustee Tobin asked the Clerk if she recommended approving this resolution. Clerk Blot explained that the request was being made by the surviving sister of the property, who passed away. There was a delay in the sister receiving the bill due to the passing, and Clerk Blot recommended approving the request. A motion was made by Trustee Murphy to approve the resolution, as presented. The following reports were submitted for the month of August 2019: Outreach Center Building Department Fire Inspection Recreation Center Senior Center Fire Department Trustee Tobin stated that the 9/17/19 Planning Commission meeting was canceled, the next meeting will be held on October 1, 2019. Trustee Sim stated the Centennial Committee has been meeting regularly. He added we will be having a contest for the creation of a centennial seal, which will be used on all publications for the centennial. Trustee Sim also mentioned the IT Committee has been meeting regularly. He added that there have been some questions regarding ransomware with recent issues faced by other municipalities. Mr. Sipperly has assured us that with our back-up procedures, he is confident if anything were to happen with Village data, we would not be out of operation for more than a few hours. Trustee Lockart stated the senior center had about 1360 seniors for the month of August 2019. She also mentioned the Outreach center helped a lot of families in August 2019 for various reasons. Code Officer Cerone stated that the issue with 5 Fuller Terrace is underway. The tenant has been convicted and needs to vacate the premises as well as all the dogs he has. Mr. Cerone stated he will go over after the meeting to make sure this is being carried out. Animal Control is supposed to be going to the property tonight as well. Mr. Cerone said he will follow-up and let the board know the end result. Chief Kayser stated there were a total of 44 calls for the month of August. Year to date calls are 321, as of August 31st. He said they responded to a fire at a living resource house on Terry Court, that started in a dryer. Due to fast action, it was prevented from being a considerable fire. He also mentioned that rescue equipment has been staged at Cook Park pond, with the boat, in case of a water emergency. He is working with Superintendent Decker for an easier access point for the boat and rescue gear. He also mentioned he attended the First Responders Day, put on by Capital Church on Vly Road. It was a nice event. Chief Kayser mentioned that the fire open house date will be October 10th from 6:00 p.m. – 8:00 p.m. He also added that the daytime staff will be responding to all Village building calls, going forward. He mentioned that they have a new fire member, who is also a DPW employee. Superintendent Decker said, Mr. Chris Kowalski is now a full time DPW employee, and has joined the Colonie Fire Company. Mr. Decker plans to bring Mr. Kowalski to the next board meeting for a proper introduction. Superintendent Decker stated the new pickleball courts have been installed at Milton Park and that Mr. DeVoe has been notified. He encouraged everyone to go down and see the courts. Code Officer Cerone said Mr. Rivera will be out the end of this week for knee surgery and plans to be back to work on Monday. He also added the knox box list should be finished by next week. He mentioned that Mr. Merservey is currently working on cleaning up the fire inspection files/reports. He stated there were a lot of businesses on the inspection list that have not been updated to the current owner in quite some time. Clerk Blot mentioned if her department could help with this in anyway, to let her know… perhaps if was something that could be updated upon Planning approval by the Deputy Clerk. Mr. Cerone also mentioned he received a call from Stewart’s inquiring about the property on Lincoln Avenue, currently the ski-instructors. He informed Mr. Laberge of this inquiry and added it is in very preliminary stages at this point and will update as more information becomes available. Trustee Sim mentioned that he and the Mayor will be going to the Town of Colonie Safety Commission meeting on Wednesday, September 18th to discuss the speed limit on Sand Creek Road. At the beginning and end of Sand Creek Road, the speed limit is 40 MPH, and the gap in the middle, located in the Village drops to 30 MPH. Their hope is to lower the entire length of Sand Creek Road to 30 MPH. He will update the board once more information is known. Mr. Bill Garvey of Menands was present to share some information with the board from the Yukon District in Canada. A discussion was held about generators for streetlights. He also noted he thinks Mayor Leak is the greatest Mayor in the Village’s history. Abstract #7 Breakdown General: $ 71,878.95 Water: $ 23,880.56 Sewer: $ 15,165.15 Total: $ 110,924.66 A motion was made by Trustee Lockart to adjourn the meeting. Motion seconded by Trustee Sim.
