Mayor Leak opened the meeting of the Mayor and Board of Trustees at 10:00 a.m. with the Pledge of Allegiance, he also noted the exits. Mayor Leak requested a moment of silence for Sue Johnson, were all thinking of her and praying for a quick recovery. Roll Call: Mayor Leak Present Trustee Lockart Present Trustee Murphy Absent Trustee Sim Present Trustee Tobin Present Attorney De Cotis Present Minutes of the regularly scheduled board meeting that was held on August 19, 2019 were reviewed by the present members of the board. A motion was made by Trustee Sim to approve the minutes, as presented. Motion seconded by Trustee Lockart. VOTE: Trustee Lockart Yes Trustee Sim Yes Trustee Tobin Yes Mayor Leak Yes Motion passed. Minutes approved. Resolution 2019-28 entitled, “June 2019 tax adjustment request – 9 Grace Street” was presented to the board. Clerk Blot explained that upon examining the vacant property file for 9 Grace Street, she came across an invoice for property maintenance clean-up that was still unpaid, that should have been levied to the June 2019 tax bill. Since the June 2019 tax bill remains unpaid the request was made to levy this amount now. Amount to be levied is $2,495.85. A motion was made by Trustee Lockart to approve Resolution 2019-28, as presented. Motion seconded by Trustee Sim. Resolution 2019-29 entitled, “Amendment to Resolution 2019-09 naming official holidays establishing date of 2020 Village Election due to Saint Patrick’s Day” was presented to the board. Clerk Blot explained that according to Election Law, if the Village Election falls on Saint Patrick’s Day, it must be held the following Wednesday, in this case, election day would be held on Wednesday, March 18, 2020. Trustee Lockart asked how people would know that are expecting the usual third Tuesday in March as election day, to which Clerk Blot said we advertise the dates of the election throughout the election season and we also post the advertisements not only in the newspaper, but the Villager, website and we can even put something on the firehouse sign. Clerk Blot added when publications are made, she will bold the date to make it stand out more. A motion was made by Trustee Lockart to approve Resolution 2019-29, as presented. Motion seconded by Trustee Tobin. VOTE: Trustee Lockart Yes Trustee Sim Yes Trustee Tobin Yes Mayor Leak Yes Motion passed. Clerk Blot read an email aloud from Mr. Dumas of Breeman Street, commending DPW with a job well done on a drainage issue. Mayor Leak asked Superintendent Decker to elaborate on the project, to which Superintendent Decker said it was a decent size job, replaced some rotted pipes and did three driveway aprons. The board commended DPW. Superintendent Decker stated that last Thursday, a sign, hydrant and mailbox were hit on Broderick Street, last Friday the “Welcome to the Village” sign and a hydrant on Sand Creek Road were hit, and this morning a speed limit sign was hit on Lanci Lane, to which the Superintendent said all accidents were caused by distracted drivers due to cell phones.
