Mayor Leak opened the meeting of the Mayor and Board of Trustees with the Pledge of Allegiance, he also noted the exits. Roll Call: Mayor Leak Present Trustee Lockart Present Trustee Murphy Present Trustee Sim Present Trustee Tobin Present Attorney DeCotis Present Minutes of the public hearing regarding Local Law #1 of 2018, held on August 20, 2018, were reviewed by the present members of the board. A motion was made by Trustee Lockart to approve the minutes, as written. Motion seconded by Trustee Sim. VOTE: Trustee Lockart Yes Trustee Murphy Yes Trustee Sim Yes Trustee Tobin Yes Mayor Leak Yes Minutes approved. Motion passed. Minutes of the regularly scheduled meeting held on August 20, 2018 were reviewed by the present members of the board. A motion was made by Trustee Sim to approve the minutes, as written. The Clerk informed the board that the bid opening for paper good products was held on August 31, 2018. There was only one bid submitted at that time, W.B Mason. Clerk Blot added that we currently have W.B Mason for our paper good services and have been pleased with their product and prices. A motion was made by Trustee to award the bid for paper goods services to W.B Mason for a term of 3 years. Motion seconded by Trustee Tobin. A request was made by the Colonie Fire Company for the use of the recreation center on November 17, 2018 from 5:00 p.m. – 12:00 a.m. for their annual Turkey Raffle. A motion was made by Trustee Tobin to approve the use of the facility. Motion seconded by Trustee Lockart. The following reports were submitted: August 2018 Fire Company Report Clerk Blot informed the Mayor and Board that the Village received $5,417.24 for the grant applied for due to the TV Recycling. Clerk Blot explained that we received 50% of the funds back from DEC for the program. She added that we no longer pick-up TV’s. Mayor Leak mentioned that he heard Mr. Stecks office may have more grant money for the Village of Colonie. Clerk Blot said she would contact his office to discuss this further and will report back to the board. Trustee Tobin mentioned that the concert series for the 2018 season is complete, and it was a successful season. Chief Kayser mentioned that there have been several calls this month and that many times it is the fire company being asked to perform mutual aid to another company. He added that there is great coverage for the evening calls, but there is still a struggle to receive responders during the day. He mentioned that there has been an evening crew established and that has seemed successful for the 7 weeks it’s been operating. The Chief reminded the board that the “wet down” celebration for the new fire truck will take place on September 29, 2018 at 11:00 a.m. in the back parking lot of Village hall, followed by a BBQ lunch back at the firehouse. Chief Kayser mentioned he is attending a luncheon on September 9, 2018 at the Capital Church on Vly Road, who wishes to recognize first responders. A discussion was held regarding the Colonie Fire Company’s Service Award Program. Trustee Murphy asked about ages and specifications regarding the program. Clerk Blot stated that Treasurer Haas has a lot of knowledge about the program and suggested asking her the questions that arose during the discussion. Trustee Sim mentioned that we are still working on the false alarm ordinance for the fire company for commercial properties. He hopes it will encourage owners to pay closer attention to faulty systems and maintenance issues. He hopes by the Village establishing this ordinance, other jurisdictions will follow. Chief Kayser explained how the knox-box system works and how there are sometimes problems with the upkeep of current keys and such with regards to that. He added that the property owner is responsible if the company can’t gain access and needs to force entry. A meeting of the following people: Attorney De Cotis, Trustee Sim, Code Officer Rivera and Chief Kayser, will be set in the near future to discuss this false alarm ordinance. Chief Kayser mentioned that firemen Sharer and Fogg will be recognized at the upcoming “Remember those who keep us safe” event, to be held on September 5, 2018. Attorney De Cotis mentioned he is working on a situation regarding a resident on Fermac Street, regarding a code violation from 2016. He is working with Code Officer Rivera on said incident. A heavy pick-up was scheduled for said resident. Mayor requested an assessment be done by Superintendent Decker and Code Officer Rivera of what items he is putting out, to make sure they are allowed items. Attorney De Cotis said the resident is due to appear in court on the 20th of this month. A discussion was held. It was decided to have Code Officer Rivera go to the residence and take pictures of the property, and let the court make a decision on how to proceed after the hearing on the 20th. Mayor Leak asked about the status of the lights on Central Avenue. Attorney De Cotis stated he would try to contact someone at National Grid for a status update. A motion was made by Trustee Sim to adjourn the meeting to go into executive session to discuss the employment conditions and status of an individual employee. Motion seconded by Trustee Lockart.
