Mayor Leak opened the meeting of the Mayor and Board of Trustees with the Pledge of Allegiance, he also noted the exits. Roll Call: Mayor Leak Present Trustee Lockart Present Trustee Murphy Present Trustee Sim Present Trustee Tobin Absent Attorney DeCotis Present Minutes of the regularly scheduled meeting held on June 18, 2018 were reviewed by the present members of the board. A motion was made by Trustee Lockart to approve the minutes, as written. Motion seconded by Trustee Sim. VOTE: Trustee Lockart Yes Trustee Murphy Yes Trustee Sim Yes Mayor Leak Yes Motion passed. Minutes approved. A budget transfer request was submitted by the treasurers. A motion was made by Trustee Murphy to approve the budget transfer, as requested. Motion seconded by Trustee Sim. The Clerk read aloud Resolution #27 of 2018 entitled, “Withdrawal from Stormwater Inter- municipal Coalition”. A motion was made by Trustee Sim to approve Resolution #23 of 2018, as submitted. The following reports were submitted: Senior Department attendance for June 2018 Fire Inspection report for June 2018 Building Department report for June 2018 Fire Department report for June 2018 Clerk Blot stated that she received a letter from Julianne Okun stating she was going to begin her maternity leave on June 28, 2018. Mayor Leak thanked all the departments for their reports. Chief Kayser said that they attended the Hudson Valley Parade and was very proud of the men and women of the fire company who attended, he added 19 people marched on behalf of the company and they won 3 trophies. Chief Kayser mentioned that there was a multiple accident on Central Avenue that the fire department responded to, where a vehicle struck a residence. The department had to shore up the house to prevent injury or hazard to anyone as they removed the car from the house. He added they are the only crew in the Capital District who has the knowledge and ability to do that. All did great on the call. Chief Kayser stated he received 9 calls Sunday evening in response to an alarm at Mia Lucci’s, 1647 Central Avenue. Upon entering the restaurant the temperature inside was over 130 degrees, and was as high as 160 degrees in the kitchen area. All food inside was spoiled and all the char broilers were left on. Town Fire Prevention was present and also Code Officer Randy Rivera. The owner who was in Saratoga at the time was uncooperative. The Health Department has since shut the business down, until further notice. Mayor Leak mentioned there is a court date coming up regarding this property, and he requested that the Chief and Code Officer Rivera inform Counsel Caponera on this new development. Mayor Leak also requested that the Chief give an update as to when the Iron Fox will be back in the display window at the fire house. Chief Kayser said he hopes it would be returned next week, after a lengthy refurbish. Chief Kayser also stated that there were two calls for gas leaks on Breeman Street, he thanked Superintendent Decker for the use of his employees who are volunteer fire fighters, who responded to the calls. Mayor Leak thanked the Chief for all the great communication. Chief Kayser stated he attended the Fire Chiefs convention. They discussed the new cancer policy that will be put in effect and he hoped to get more information, but the seminar didn’t get into too much depth. He said there should be more answers in the fall, but hopes in the meantime to get ahold of an OFPC rep. to further discuss. He added the new proposals will have a 60 day comment period before they become law. Once this becomes law, insurance companies will be eligible to offer said coverage. They are proposing that this will start January 1, which will make it difficult for those who have a fiscal year of June 1, for budget purposes. Those members, including past members, who have done 5 self-breathing (SAB Fit) tests would qualify for this coverage. We will need to hand search through the records to see how many people we will be obligated to cover. Records will need to go back possibly as far as the 1980’s. He estimates about 30-60 people will qualify. Trustee Murphy thanked the Chief for his report and added the company does a great job. He asked how much is the cost per person and Chief Kayser said that Georgia has this now and they are at about $250 per fire fighter. Chief Kayser said he was made aware of an event that will take place in Menands for a 4 year old autistic child. There is a birthday party for the boy, since no one came to a party he had, the fire department is going to attend this weekend a birthday party for the child and will bring him a gift, and a piece of apparatus to show the boy. Mayor Leak stated that the missing Colonie man, Bruce Williams, was found, unhurt and he is very happy to hear that. Trustee Sim thanked Les Decker, Chris Bisognano and the Fire Department to make sure all are taken care of, despite the heat. Trustee Lockart stated that the Senior Center has 1523 people attending for the month of June 2018. She also stated that the Outreach center assisted about 30 families for the month of June 2018, with varying degrees of issues. Superintendent Les Decker stated that we hired two new full-time employees in the DPW, Chris Sharer and Scott Morine. He also added that Jason Marinucci resigned, and will be missed. Attorney De Cotis stated that there is some e-mail response regarding the lights on Central Avenue. He said in driving down Central Avenue he noticed, what appeared to be, new lights… he said he will have to drive again at night to be sure. Attorney De Cotis also stated he is working on some code book issues for grass and trash to take a more aggressive approach. Superintendent Decker thanked the Mayor for allowing his department to work an altered schedule, due to the heat. He said all his employees really appreciated it. Trustee Lockart thanked Superintendent Decker for assisting with an issue on Peachtree Lane.
