Mayor Leak opened the meeting of the Mayor and Board of Trustees with the Pledge of Allegiance, he also noted the exits. A motion was made by Trustee Lockart to approve the minutes, as written. Motion seconded by Murphy. VOTE: Trustee Lockart Yes Trustee Murphy Yes Trustee Sim Yes Trustee Tobin Yes Mayor Leak Yes Motion passed, minutes approved. A budget transfer was submitted by the treasurers. A motion was made by Trustee Lockart to approve the budget transfer, as requested. Motion seconded by Trustee Murphy. The Deputy Clerk read aloud Resolution #25 of 2018 entitled, “Establish Energy Benchmarking Requirements for Certain Municipal Buildings.” Trustee Sim explained to the Board that this is to be a part of the Clean Communities program for NYSERDA. The Village will submit National Grid bills and the system will curve how energy efficient or not the Village is, at no cost. Mayor Leak added that the Village participated a few years ago and this would just be an update. Trustee Sim added that participating can open the door for grants down the road. Trustee Lockart made a motion to approve Resolution #25 of 2018, as submitted. Motion seconded by Trustee Sim. The Deputy Clerk read aloud Resolution #26 of 2018 entitled “Appointment to Fill Vacancy on Village of Colonie Ethics Committee.” The resolution would appoint resident, Jason DePaulo of Walnut Street to replace Reverend Steven Hart on the 5 person committee. Trustee Murphy made a motion to approve Resolution #26 of 2018, as submitted. Motion seconded by Trustee Lockart. VOTE: Trustee Lockart Yes Trustee Murphy Yes Trustee Sim Yes Trustee Tobin Yes Mayor Leak Yes Motion passed. Resolution #26 of 2018 passed. The Deputy Clerk notified the Board of two properties in the Village of Colonie, 20 Joann Court and 1 Harriet Street, which received tall grass letters from the Code Enforcement department. These two properties have not responded within 10 days of their notice of complaint letter. Code Enforcement is now requesting that the Board permit the Department of Public Works to clean up both properties. Attorney DeCotis read aloud the section of Village Code that states the Board must vote to authorize the DPW to clean up properties in violation. Trustee Sim stated that he did not agree with that and it should not be a Board matter. Mayor Leak stated that it should be up to the Mayor to authorize the DPW to clean up properties. It does not make sense to wait for the next Board meeting to authorize clean up if the 10 days are up before then. The Trustees agreed with the Mayor and agreed that the authorization will be made by the Mayor when a request is made by the Code Enforcement department. REPORTS: The Deputy Clerk read aloud the Outreach Center May 2018 update. Mayor Leak asked for them to keep him in the loop with a specific case Joan and Sue are working on. Trustee Lockart stated that she will make sure he is informed. Trustee Tobin stated that Hey Jude: The Tribute will be performing at the amphitheater tomorrow evening. Mr. Marc Poskus was present to represent the firehouse. Marc stated that the new fire engine was stationed at Family Fun day and over 300 kids came to check it out. It was a great turnout. Trustee Sim stated that he received compliments from residents stating that, that was the most interactive the firemen have been. He thanked them for their great job at family fun day. Marc updated the Board about a call received on June 8, 2018 for a cardiac arrest. Village employee, Keith Fogg arrived first on scene to an elderly women receiving CPR from her son. Keith took over single man CPR for over 4 minutes before Squad 4 arrived. Colonie Police and Colonie EMS then arrived to apply the automatic CPR machine “thumper.” Marc is happy to announce that it was a successful reversal and the woman is back home recovering. Marc stated that if it wasn’t for Keith’s quick action that the women may not be here today. The Board thanked Keith and Squad 4 for their quick action and hard work. Ms. Tara Denadio was present from the Clean Community Project and stated she is here to offer support and answer any questions anyone may have. The Board thanked her for attending.
