Mayor Leak opened the meeting of the Mayor and Board of Trustees with the Pledge of Allegiance, he also noted the exits. A motion was made by Trustee Sim to approve the minutes, as written. Motion seconded by Trustee Lockart. VOTE: Trustee Lockart Yes Trustee Murphy Yes Trustee Sim Yes Trustee Tobin Yes Mayor Leak Yes Motion passed. Minutes approved. A budget transfer request was submitted by the treasurers. Treasurer Haas was present to address any questions. A motion was made by Trustee Murphy to approve the budget transfer, as requested. Motion seconded by Trustee Sim. Mayor Leak thanked Kathy Haas for all her work with ending out the 2017-2018 budget and starting the 2018-2019 budget. The Clerk read aloud Resolution #23 of 2018 entitled, “Authorize the Mayor to sign an agreement to join municipal group self-insurance program”. Resolution is for the Volunteer Fire Fighters of Colonie Village Fire Department to use PERMA for its workers compensation needs. We currently have NYSIF. A motion was made by Trustee Sim to approve Resolution #23 of 2018, as submitted. Motion seconded by Trustee Tobin. Mayor Leak thanked Walter Kemp of Aurora Insurance for getting us a much lower rate. The Clerk read aloud Resolution #24 of 2018 entitled, “Authorize the Mayor to enter into an agreement to utilize the contract price sought by the Town of Colonie for the purchase of black top for the 2018-2019 street paving contract”. Resolution stated we will purchase our black top though a “piggy-back” fashion at the price quoted to the Town of Colonie from Callanan Construction. It is further stated that the paving will be done by Luizzi Brothers, and will be invoiced, per street to comply with the Village of Colonie procurement policy. A motion was made by Trustee Lockart to approve Resolution #24 of 2018, as submitted. Motion seconded by Trustee Murphy. The Clerk requested authorization for the Mayor to sign the June 2018 – May 2019 renewal of annual commercial sevices with J & M Scwarz Heating & Cooling, Inc. 9 Walker Way, Albany, NY 12205. A motion was made by Trustee Sim to authorize the Mayor to sign the annual renewal agreement, as presented. Motion seconded by Trustee Murphy. The Clerk distributed a copy of the 2018-2019 tax warrant that was served to the treasurers. She also mentioned that Village tax bills, as well as June sewer bills have been mailed to the residents. The following reports were submitted: Senior Department attendance for May 2018 Fire Inspection report for May 2018 Building Department report for May 2018 Fire Department report for May 2018 Mayor Leak thanked all the departments for their reports. Trustee Tobin mentioned that the first concert in Cook Park will be Tuesday, June 12, 2018; Pipe Kings. Trustee Sim mentioned that family fun day will be held on Saturday, June 9, 2018, noon – 5 p.m. Trustee Sim also thanked all who attended the complete streets demonstration that took place prior to the board meeting. Trustee Lockart reported that the senior center had a total of 1,735 participants for the month of May 2018, 772 of those participants were village residents. Trustee Lockart also mentioned that the 52nd anniversary party of the Senior Center and Club was a success despite the power failure. Trustee Lockart thanked Assistant Superintendent Chris Bisognano for his assistance during the power failure. Attorney De Cotis mentioned that he is scheduled to go to court with Code Officer Cerone regarding the condition of the property located at 38 Forest Drive. The Mayor requested that Code Officer Rivera go to the property after the meeting to try to contact the owner, so that court wouldn’t be necessary. Code Officer Rivera said he would go try to make contact with the owner. Superintendent Decker stated that the new garbage truck should be ready for pick-up shortly. He also mentioned that the black topping of Petra Lane, Steve Lane and Myers Court should be starting shortly. He added that the signs for the 2018-2019 paving project have been installed on Petra Lane. He gave a brief update on the status of Foreman Curcuruto, after his surgery. The Clerk reminded the board of the special meeting that will take place on Friday, June 8, 2018 at 2:00 p.m. to discuss possible changes to the code with regards to Planning and Zoning. This will be a public meeting, and was advertised as such.
