Mayor Leak opened the meeting of the Mayor and Board of Trustees with the Pledge of Allegiance, he also noted the exits. Roll Call: Mayor Leak Present Trustee Lockart Absent Trustee Murphy Present Trustee Sim Present Trustee Tobin Present Attorney DeCotis Present Clerk Blot Present Mayor Leak requested a moment of silence for prayers for Trustee Lockart’s father, Richard Schwarz and also for Trustee Sim’s grandson, Will Rogan. Minutes of the public hearing held on February 20, 2018 were reviewed by the present members of the board. A motion was made by Trustee Murphy to approve the public hearing minutes, as written. Motion seconded by Trustee Tobin. VOTE: Trustee Murphy Yes Trustee Sim Yes Trustee Tobin Yes Mayor Leak Yes Motion passed. Minutes of the regularly scheduled meeting held on February 20, 2018 were reviewed by the present members of the board. A motion was made by Trustee Sim to approve the minutes, as presented. Motion seconded by Trustee Tobin. VOTE: Trustee Murphy Yes Trustee Sim Yes Trustee Tobin Yes Mayor Leak Yes Motion passed. The Clerk requested a vote for Resolution #36 of 2017 entitled, “Appointments for Zoning Board Members and Alternates”. A motion was made by Trustee Murphy to approve Resolution # 36 of 2017. Motion seconded by Trustee Tobin. VOTE: Trustee Murphy Yes Trustee Sim Yes Trustee Tobin Yes Mayor Leak Yes Motion passed. Mayor Leak thanked the Zoning Board members present, for their ongoing hard work. He stated it’s not an easy job, but it is much appreciated that they serve the Village public. The rest of the board reiterated what Mayor Leak said and all expressed their gratitude for the volunteers. The Clerk requested authorization to advertise for the Annual Meeting to be held on April 2, 2018 at 6:00 p.m. A motion was made by Trustee Sim to authorize the Clerk to make said advertisement. Motion seconded by Trustee Tobin. VOTE: Trustee Murphy Yes Trustee Sim Yes Trustee Tobin Yes Mayor Leak Yes Motion passed. The Clerk requested authorization to advertise for the Budget Meeting to be held on April 9, 2018 at 6:00 p.m. A motion was made by Trustee Murphy to authorize the Clerk to make said advertisement. A budget transfer request was submitted by Treasurer Haas and Treasurer Perrotta. A motion was made to approve the budget transfer request, as submitted. Motion seconded by Trustee Tobin. The Clerk requested authorization for the Mayor to sign the web design and maintenance agreement for Capital District Digital. The agreement is for a new website design. Clerk Blot stated that herself, Katie Ciota, Courtney Sim and Alex Hart have been working on a redesign plan. Clerk Blot and Katie Ciota met with Capital District Digital for a presentation. Other designers were looked at, but Capital District Digital had the best presentation and a fair price. Clerk Blot stated that Katie Ciota called several references of clients who have had website redesigns through this company, and all were pleased with the results, as well as the support. Liberty Ridge Farm and Rosetti Developments were some of the clients who were contacted. A motion was made by Trustee Sim to authorize the Mayor to sign the agreement. The following report was submitted: February 2018 Fire Inspection Report February 2018 Building Department Report Clerk Blot commended the DPW for all their hard work with the Village Hall bathroom remodel. Both the bathrooms came out fantastic and all are pleased. Mayor Leak commended the DPW for a great job with the most recent snow storm. He added that this last storm brought to light an issue with the sidewalks on Central Avenue. He stated he is working with Attorney DeCotis and Les Decker on sending the state a letter and an invoice for the snow removal from Saturday. Attorney DeCotis said he spoke with Les Decker and they discussed putting something in the Village of Colonie code so that commercial properties can’t block the sidewalks and driveways when they plow. Attorney DeCotis hopes to set up a meeting with the Region 1 director to further discuss. Mayor Leak mentioned there is another storm forecasted for this week and he requested that Attorney DeCotis call someone regarding this immediately. Traffic Committee Chairman Frank Prevratil added that this concern has come up at traffic meeting in the past. There are several handicap people who use the sidewalks to travel, and there have been times when the sidewalks are blocked that these people are traveling down Central Avenue with the regular traffic, making a dangerous situation. Trustee Tobin mentioned that the arts committee has started working on the 2018 concert schedule. Trustee Sim mentioned that the new fire truck has arrived. Chief Moser added that they have started training on the new engine and the vehicle is currently in Altamont being fabricated with additional items. He added that once it is back he would like to invite the board to see it in person. Chief Moser added that they have had 74 calls for the 2018 year so far. Mayor Leak mentioned he met with the auditors today to further work on the budget and they went over several items and are close to a final draft. Abstract #18 Breakdown General: $ 371,007.30 Seniors: $ 247.77 Water: $ 3,241.76 Sewer: $ 2,423.46 Grand Total: $ 376,920.29 A motion was made by Trustee Sim to adjourn the meeting.
