Mayor Leak opened the meeting of the Mayor and Board of Trustees with the Pledge of Allegiance, he also noted the exits. The Clerk requested authorization for the Mayor to sign the June 2018 – May 2019 Monitoring and Notification Agreements, and the June 2018 – May 2019 Service Agreements with Hart Alarm LTD., 514 Fourth Street, Watervliet, NY 12189. A motion was made by Trustee Murphy to authorize the Mayor to sign the agreements, as presented. Motion seconded by Trustee Tobin. The Clerk read aloud Resolution #20 of 2018 entitled, “Add Authorized Credit Card User”, this resolution is to authorize the Clerk, Jamie L. Blot to apply for a Village of Colonie credit card from 1st National Bank of Scotia, for the purpose of purchasing village necessary supplies and expenses that require a credit card as the method of payment. A motion was made by Trustee Sim to approve Resolution #20 of 2018. Motion seconded by Trustee Lockart. The Clerk read aloud Resolution #21 of 2018 entitled, “Authorizing Participation in a Regional Solid Waste Management Plan and Adopting the Town of Colonie Planning Unit Solid Waste Management Plan”. The Clerk explained this resolution is in support of the revised agreement that the Town of Colonie has for the landfill. They have to review and revise, as needed the agreement every ten (10) years. The Clerk stated that the notice of claim for 15 Hillside Avenue regarding the hydrant flushing issue, has been submitted to our insurance company for review. Mayor Leak thanked Deputy Mayor Sim for filling in for him while he was on vacation, he added that he had a nice time in Florida. Trustee Tobin stated the opening night for the 2018 concert series is June 12, 2018, the Pipe Kings will be performing. Concert starts at 6:30 p.m. Trustee Sim stated that the bike rodeo was held last weekend. The weather didn’t cooperate but they still were able to mark the road on Locust Park outside the tennis court for the sample of what a bike lane would look like and they also put up the “fix it” station for bike repair. He added that it might be nice to put a “fix it” station in Cook Park too. Trustee Sim stated that he attended a “Complete Streets” seminar recently. He mentioned that the Complete Streets people will be present before the next board meeting on June 4th at 5:30 p.m. to make a presentation on how the Village can make our roads safer for everyone. There is some grant funding available for this purpose. Trustee Sim continued that he is going to ask the Traffic Committee and Planning Commission, as well as the Village Department Heads to be present for the presentation. Trustee Sim also mentioned that he and the board are interested in petitioning the State DOT to lower the speed limit on Central Avenue to 30 MPH, instead of the current 40 MPH. He is going to get the traffic committee involved in this cause. Trustee Sim thanked the board of trustees for their support while the Mayor was on vacation. Trustee Sim said he was notified that our Village of Colonie fire department brought a resident back from a cardiac arrest over the weekend. Chief Kayser was present to elaborate. He stated that the female resident, 51, was in cardiac arrest when they arrived. Fireman Brian Curran and Chris Sharer were able to reverse the cardiac arrest. In the midst of the rescue, the firemen were attacked by the owner’s dog. The spouse of the injured woman was able to settle the dog. The Mayor and the Board commended the fire department for this act. Chief also mentioned that he would like to address the Mayor and Board at the next meeting regarding some regulations he would like to collectively look over. Trustee Lockart stated that the Village Outreach Center helped 30 families in April 2018, as well as attended a number of meetings. They also attended the Complete Streets seminar with Trustee Sim. Trustee Lockart stated that the senior citizen center & HBK club anniversary party will be held on Wednesday, May 23rd at the Senior Center. She also added that attendance is up at the center and the employees at the center continue to do a nice job. Attorney De Cotis said that Trustee Sim asked him to look into the security guard letter the Village received, regarding training. Attorney De Cotis said he e-mailed a contact to organize some dates for the training. He added that he told the contact, Mike Franze, to contact Trustee Sim with the dates. Attorney De Cotis said he has some changes to look over in the code book regarding lawn clean- up and the court proceedings regarding such. He told Trustee Sim there are already steps in place for the Village to remedy the property after 10 days of notifying the owner to do so, with no response. We then bill the home owner, and if left unpaid, any balance is levied onto the Village tax. He said a few formalities of the current code need to be addressed. He also mentioned that there is an article regarding unsafe buildings, which is very broad and should be looked into. He is working with Trustee Sim to look over that verbiage to get some input. Attorney De Cotis said he is also looking into the cell tower charges. He said we currently have the codes in place for that and the building department is going to start enforcing those regulations. His concerns with this section of the code are with the fees being charged. He is trying to find other municipalities with these regulations to see what their process is and their fees associated. Code Officer Rivera said that the letter has been drafted by Attorney Caponera and is set to go out June 1st for the annual inspection fee. The fee will be due by October 1st. There is a yearly fee. Trustee Murphy asked how many towers there are currently. Code Officer Rivera said there are eight (8), but with multiple antennas. Trustee Sim added that there are just antennas on buildings as well. Trustee Sim asked Attorney De Cotis for an update on the LED street light project. Attorney De Cotis said he has heard nothing further. He added there are still none on Central Avenue down by Ralphs Tavern, where the Town of Colonie said national grid was going to start installing the Town’s portion. Mayor Leak mentioned that the Village Hall will be closed, Friday, May 25th so that the Department of Public Works can further work on fixing the piping in the bathrooms. He said the DPW employees involved, plan to work Friday, Saturday and Sunday to fix the issue. Resident, Milt Schmidt was present and stated that he is concerned with the safety on Central Avenue in the area of Parkwood Drive and Lincoln Avenue. He said there are many motorists who run the red light at this intersection. The Board sympathized with his concern and said it is a problem throughout the Village. Trustee Sim once again, stated that the Village hopes to get involved with the “Complete Streets” program and make the roads safer for everyone. Clerk Blot urged Mr. Schmidt, if he can get a license plate number of the offenders, to call it into the Colonie police department. Trustee Lockart also urged Mr. Schmidt to write a letter to the Colonie Police Department Chief about his concerns. Heightened police presence in the area would certainly help the situation. Code Enforcement Officer Rivera stated that the 2017-2018 Stormwater Annual report was submitted to ENCON and is posted on our website. Code Officer Rivera also updated the board on the property located at 1647 Central Avenue, in the Village of Colonie. He said the owner was cited by OSHA for a number of violations and owes $3,800 in fines to OSHA. He has no word yet if OSHA would shut the establishment down for said violations, but he will keep the board informed if he hears anything. He added the fines are due by May 22, 2018.
