Air Pollution From the Empire State Newsprint Project
The potential emissions from this facility will exceed the major source thresholds for all of the PSD (Prevention of Significant Deterioration) regulated pollutants. The facility is located in a non-attainment area for ozone. Oxides of Nitrogen (NOx) and volatile organic compounds (VOCs) are precursors to ozone formation. Therefore the facility will need to meet the most stringent lowest achievable emissions rate (LAER) requirements for the emissions of NOx and VOCs.

"On a peak traffic scenario, it is estimated that there could be up to 28 trucks on the papermill site plus 5 distillate tank-trucks at the Cogen site, with 50% of the tractors idling and 50% shut down. Therefore, there could be up to 18 diesel engines running and idling during the Wednesday noon-hour time period." (Appendix G-6 – Amec Memo)
